The government of Kenya seeks to enhance the capacity of renewable energy across the country under the objectives of the Sustainable Energy for All (SE4All) Action Agenda.
Its objective is to support the national and county energy sector in the planning and implementation of renewable energy, energy access and energy efficiency technologies and projects.
The support will consist of technical assistance and capacity building/training programmes.
The State has said that it will be provided primarily to the Ministry of Energy and the county governments. However, private companies and civil society organisations working in the energy sector will also benefit from the support.
Participation in this tender process is open on equal terms to natural and legal persons (participating either individually or in a grouping — consortium — of bidders) which are established in a member state of the European Union, ACP states or in a country or territory authorised by the ACP-EC Partnership Agreement under which the contract is financed (see also item 29 below).
Participation is also open to international organisations.
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole unless specified otherwise.
The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors.
1) The economic and financial capacity of the candidate. In case of the candidate being a public body, equivalent information should be provided.
The reference period which will be taken into account will be the last three years for which accounts have been closed;
Average annual turnover of the candidate over the last three financial years (2015, 2016 and 2017) shall be no less than €2500, 000
If the candidate is a consortium, each consortium member’s average annual turnover over the last three financial years (2015, 2016 and 2017) shall be no less than €1000, 000
Current ratio (current assets / current liabilities) of the candidate in the last year for which accounts have been closed (2017) must be at least 1. In the case of a consortium, this criterion must be fulfilled by each member;
2) Professional capacity of the candidate: the reference period which will be taken into account will be the last three years from submission deadline.
At least 12 staff currently working (in 2018) for the candidate in fields related to this contract (energy-related services);
At least 6 staff currently working (in 2018) for the candidate are permanent;
If the candidate is a consortium, each consortium member must have at least six staff currently working (in 2018) in fields related to this contract (energy) and at least three permanent staff currently working (in 2018) for each consortium member.
3) In the case of a single applicant (no consortium), the candidate has at least five years’ cumulative experience in providing technical assistance/capacity building services as the lead consultant to Ministry of Energy or Energy Authority or equivalent body;
In the case of a single applicant (no consortium), the candidate must have at least one completed or on-going (at least 30 % of original implementation time) programme with an energy planning component of at least €500 000 (value of the planning component) as the lead consultant in the past five years (2013 to date);
