Construction of Kitengela railway station access road in Kajiado County

1. The Ministry of Transport, Infrastructure, Housing and Urban Development has received financing from the World Bank toward the cost of the Nairobi Metropolitan Service Improvement Project. (NaMSIP), and intends to apply part of the proceeds toward payments under the contract for Construction of Kitengela Railway Station Access Road in Kajiado County.
2. The Ministry of Transport, Infrastructure, Housing and Urban Development now invites sealed bids from eligible bidders for CONSTRUCTION OF KITENGELA RAILWAY STATION ACCESS ROAD as detailed below
Construction of Kitengela Railway Station access Road
• Earthworks
• Construction and improvement of Drainage works
• Road base and subbase and Asphalt Concrete works
• Provision of NMT and road furniture facilities;
• Any others as directed by the Engineer
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specialized in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, January 2011 revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from the Principal Secretary, State Department for Housing and Urban Development, Cianda House, Koinange Street, 5th Floor, Room 515, P.O. Box 34477– 00100, Nairobi, Kenya and inspect the bidding documents during office hours 09:00 to 17:00 hours during working days (Monday to Friday).
5. Only the experienced Road Contractors who are registered with NCA Category 1, 2 or 3 with the current registration license are eligible to bid.
6. There will be a mandatory pretender site visit on Tuesday, 10th July 2018. Interested bidders are requested to assemble at Kitengela Town, Junction on 104 with road to Railway halt Station at 10.00 a.m.
7. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the Principal Secretary, State Department for Housing and Urban Development, Cianda House, Koinange Street, 5th Floor, Room 515 and upon payment of a non-refundable fee of KShs.1,000.00 per set (or equivalent in a convertible currency). The method of payment will be cash or banker’s cheque from a reputable bank in Kenya.
8. Bids must be delivered to the address below on or before 12:00 hours East Africa time on Monday, 9th April 2018 to the Tender Box located at 6th Floor, Ardhi House, First Ngong Avenue, Nairobi, Kenya. The packages should be clearly marked “CONSTRUCTION OF KITENGELA RAILWAY STATION ACCESS ROAD, Contract No. MoTIH&UD/SDfH&UD/DoU&MED/NaMSIP/WKS-03/2017-2018.
9. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at 1205 hours East Africa time on 3rd August 2018.
10. All bids must be accompanied by a Bank Bid Security as follows: Kshs 5,000,000.00 (Kenya Shillings Five Million Only) from a reputable bank or equivalent amount in freely convertible currency.
