The Government of Kenya [GoK] has received financing from the World Bank’s International Development Assistance [IDA] towards the cost of the Kenya Petroleum Technical Assistance Project [KEPTAP] whose overall objective is to strengthen the capacity of the Government of Kenya to manage its petroleum sector and wealth for sustainable development.

It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for consultancy services for GIS mapping and regulatory safety & assessment of petroleum storage facilities and retail stations in Kenya. The total duration of the assignment is expected to be six [6] calendar months.

1. Objective
The objective of the consultancy is to develop a Geographical Information System [GIS] based map and to perform a regulatory safety and operational compliance assessment of petroleum storage facilities and retail stations in Kenya. It will enable visibility of existing features and standards of respective facilities. Addressing the assessment findings and enabling gap closure, the proposed GIS map will specifically assist in:
i. Monitoring compliance with construction permit conditions and safety standards.
ii. Establishing market concentration and monitoring competition.
iii. Enhancing proper planning compliance monitoring across the country thereby improving the quality of petroleum products along the supply chain and safety of operations.
iv. Quick Location by Emergency Services: The GIS map will also be used as a quick locator tool by emergency services during response to accidents in petroleum retail stations.

2. The scope of the assignment 

The detailed aspects of the consultancy service include:
a) Study and review National Guidelines and Best Practices on Location and construction of Petroleum retail stations and identify any gaps in comparison to international Best Practice.

b) Undertake compliance assessment of about 2.500 retail stations in the country based on the requirements of KS2504:2014 [Petroleum Facilities – Retail and consumer outlets – Specification] and note the gaps and give recommendations thereon.

c) Produce a GIS map indicating the location of each of the approximately 2,500 petroleum retail stations in the country.

d) Document in a User hand book consisting of the following in addition to findings of activities ‘a’ and ‘b’ ‘c’ and ‘above; Classification of each facility in accordance with the classes prescribed in KS2504:2014, Nature of operations whether franchised on non-franchised, the class of major roads adjacent to the facility

e) Provide an easy to use GIS platform for updating the mapped petroleum storage facilities and retail stations with new information e.g. adding upcoming stations into the map. The platform should, bear- the following features: Compatibility with smart phones, Compatibility with common internet browsers, high level security and controls, Proper audit trails, High quality image resolution with ability to zoom, allow capturing of new spatial data, should be accessible over Internet, be able to be updated with previous cases of offences in either fuel quality or transit product diversion.

3. The Ministry of Petroleum and Mining [MoPM] through the Project Management Unit [PMU] [Client] now invites Eligible Consulting Firms [“Consultants’’] to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria include ; demonstrate experience in development of petroleum data acquisition action plans and GIS Mapping of facilities especially urban utilities; demonstrate in-depth knowledge of safety& operational regulations and standards of downstream petroleum facilities operations demonstrate experience working in both developed and developing countries.

4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.

5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance the qualifications.

6. A consultant will be selected in accordance with the Quality & Cost-Based Selection [QCBS] method set out in the Consultant Guidelines.
