The National Oil Corporation of Kenya (National Oil) invites Expression of Interest from eligible candidates from Kenya and/or International for provision of Onshore Drilling Operations. Background National Oil Corporation of Kenya (National Oil) is a company wholly owned by the Government of Kenya, and is charged with the mandate to participate in all aspects of petroleum business with a view to ensuring the security of supply and stability of pricing of petroleum in the country as well as enhancing value of the national petroleum resource through active involvement in exploration and development of Kenya’s sedimentary basins. The Corporation is a key tool of the Ministry of Energy and Petroleum in the efforts to promote petroleum exploration and development activities through enhancement of the quantity and quality of exploration data, undertaking its own oil and gas exploration and as the holder of government equity in commercial discoveries. The National Oil Corporation of Kenya invites qualified and experienced Oil and Gas drilling companies interested in entering into a collaboration for an Onshore Drilling Operations. Objective The objective of this collaboration will be to, among other targets: Provide world class Oil and Gas drilling and integrated services within Kenya and the regional market; Enhance skills and technology transfer to the National Oil Corporation of Kenya; Actively participate in oil and gas Development Drilling Operations and Well Integrated services efficiently and cost effectively in Kenya and the regional market; Generate a fair return for its shareholders; Foster local content through training of Kenyan drilling crews, Drilling Management, operational logistic, development of local suppliers and a comprehensive local supply chain to service the drilling company; Operate to internationally accepted oil and gas industry Environment, Health, Safety and Quality (EHSQ) standards. The National Oil Corporation of Kenya now invites reputable Oil and Gas drilling companies with the required international experience with whom to enter into collaboration around a national oil drilling operations that will be a world class drilling unit initially focused on onshore Development Drilling Operations in Kenya with the mid to long term goal of maturing progressively to pursue Onshore and Offshore opportunities outside Kenya into the regional market. Requirements Companies submitting EOIs must be international Oil and Gas drilling contractors of repute meeting the required qualifications and experience in Exploration, Appraisal and, more specifically, Development Drilling (including Pad Drilling), to undertake high performance drilling operations and to deliver the scope of services outlined below. In addition they should have (i) a strong track record of operating with, and developing, local content (skills, technology transfer as well as supplier development, ideally in Sub-Sahara Africa) and; (ii) operational compliance with international oil and gas practices.
