Invitation to bid for the continuation of the remaining works of Gedo – Finchalemlem Bereha road

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing from Abu Dhabi Fund for Development (ADFD), the Arab Bank for Economic Development in Africa (BADEA) and Saudi Fund for Development (SFD) for the Gedo-Fincha-Lemlem Bereha Road upgrading Project and the project were under construction currently the previous Contract is terminated and planned to hire new Contractor for Continuation of the Remaining 60% construction works of Gedo-Fincha-Lemlem Bereha Road upgrading Project, Contract 1 : Gedo- Menebegna (80.5km) and intends to apply a portion of the proceeds of this loan to eligible payments under the works contracts.
The Gedo-Fincha-Lemlem Bereha road starts in Gedo town at the junction with Addis Nekempt Assosa trunk road. Gedo town is about 1 75km west of Addis Ababa. The road proceeds in a northerly direction for 80.5km up to Mana Begna.

The balance work under this contract consists of upgrading of the remaining works of the project which is linearly equivalent to 50 km length of the existing road to DS4 (ERA-2002 Geometric Design Manual) standard of Asphalt Concrete Surface with carriageway width of 20.00 m in Gedo and Wayu Wereda seat town sections including 2.0 m Median width, 18.50m in Goben and Gebete Wereda seat town sections including 0.50 m Median width and 18.00 m in Shumbo Wereda seat town section, 12.00 m in Kebele seat rural sections and 10.00 m in rural sections including all related structures and other ancillary works.

The envisaged Construction Period is 24 months.

The Ethiopian Roads Authority (ERA) on Behalf of the FDRE invites international eligible Contractors (including all members of a joint venture and all Subcontractors of bidders) for the continuation of the Remaining 60% Construction works ofGedo-Fincha-Lemlem Bereha Road upgrading Project, Contract 1 : Gedo-Menebegna (80.5km).

Bidders may obtain a complete set of bidding documents at the above office starting from July 3, 201 8 and upon payment of a nonrefundable fee of US $450  (Four Hundred Fifty US dollars) or 8,500.00 ETB (Eight Thousand five Hundred Ethiopian Birr).

Payment shall be made in cash, bank certified check or telegraphic transfer to the Employer’s Bank Account in the Commercial Bank of Ethiopia-Sengatera Branch through Account No. 01 71 5-331 44600.

The document will be sent by registered airmail if required so by the bidder but under no circumstances will the procuring entity be held responsible for late delivery or loss of the documents so mailed.

Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the bidding documents, and is open to all eligible bidders.
The bidding procedure to be followed is a two-envelope procedure. The postqualification documents and financial offers should be sealed in a two separate envelopes. The first envelope containing the post-qualification application and bid security is clearly marked “Post Qualification Application and Bid Security” and the second envelope that contains the offer is marked “Submission ofOffer” for the Continuation of the Remaining 60% construction works ofGedo-Fincha- Lemlem Bereha Road upgrading Project, Contract 1 : Gedo-Menebegna (80.5km) respectively and the two envelopes shall also be enclosed by an outer envelope marked “Post Qualification Application and Offer for Continuation of the Remaining 60% construction works ofGedo-Fincha-Lemlem Bereha Road upgrading Project, Contract 1 : Gedo-Menebegna (80.5km).

Evaluation is also to be carried out in two stages, the post qualification application and the bid security will be opened first and the qualification evaluation will be undertaken. The bid that are responsive to the minimum post qualification criteria will be opened for further evaluation. The offers of those bidders who fail the minimum qualification criteria shall be returned unopened after the award of contract.
The Employer will arrange a group site visit, which will be conducted on July 21 , 201 8. Hence, the bidders are invited to participate in the site visit. Failure oft he bidder to visit the site at the group site visit date or by his own will in no circumstances allow the bidder to claim that insufficient information regarding the site was available at bid stage. Bidders are also invited to attend a pre-bid meeting, which will take place at the following on 27 July 2018.

The Bids shall be prepared in one original and four copies. Late bids will be rejected. Qualification Application and Bid security of the bidders will be opened immediately thereafter in the presence of the Contract Award Committee and bidders’ representatives who choose to attend on the final date and time of bid submission and at the address stated here above.

The Ethiopian Roads Authority reserves the right to accept or reject any or all bids.
