Bids are hereby invited for the following:
CONTRACT NO.: A-CP 03-2017
The appointment of specialist contractors for the repair and rehabilitation of sinkholes, dolines and life threatening hazards on an “as and when” required basis for the period from 01 January 2018 until 30 June 2020.
CLOSING DATE: 06 JULY 2017
Bidders must note that this bid may be awarded to more than one bidder. Bidders must note that certain works under this Bid may only be constructed using labour-based construction methods and must limit the utilization of their permanently employed personnel to Key Personnel and all other personnel and labourers must be recruited locally
Bidders must be registered with the Construction Industry Development Board (CIDB) in a contractor grading designation determined in accordance with the sum tendered for a
6CEclass of construction work.
Enterprises who have a 5CEPE grading may also submit bids.
Acceptable bids will be evaluated by using a system that awards points on the basis of
80 points for bid price and a maximum of 20 points for the Broad-Based Black Economic Empowerment (B-BBEE) status level of contributor.
The successful tenderer must subcontract a minimum of 30% of the value of the contract to:
b) An EME or QSE which is at least 51% owned by black people
THAT A VALID ORIGINAL OR COPY OF A COMPANY’S TAX CLEARANCE CERTIFICATE (OR IN THE CASE OF A JOINT VENTURE, OF ALL THE PARTNERS
IN THE JOINT VENTURE) MUST BE SUBMITTED WITH THE BID DOCUMENT
Bid documents will be available as from
12:00 on MONDAY, 05 JUNE 2017, and thereafter on weekdays from 08:00 until 15:00 ONLY, upon payment of a cash non-refundable document fee of R250-00 per set at the Tender Offices, Ground Floor, 68 Woburn Avenue, Benoni. (Tel. No. (011) 999-6540/6567)

Prospective bidders are requested to meet on the said date and time at: CITY PLANNING CORPORATE OFFI
CE, FRONT BOARDROOM, GROUND FLOOR, CORNER MARGARET AVENUE AND KEMPTON ROAD, KEMPTON PARK.
Bid documentation will not be available at the information session.
Bids are to be completed in accordance with the conditions and bid rules contained in the bid documents and supporting documents must be sealed and externally endorsed with the
CONTRACT NUMBER AND DESCRIPTION and placed in bid box number SIX (06), on the Ground Floor, 68 Woburn Avenue, Benoni, not later than 10:00on THURSDAY, 06 JULY 2017.
Bids will be opened immediately thereafter, in public, in the Conference Room, Ground Floor, at above-mentioned address.
All bids shall hold good for 120 days as from the closing date of bids.Bids which are not received and/or deposited in the specified bid box before10:00 on the closing date for the bid mentioned hereinbefore, will be marked as late bids and such bids shall in terms of the SCM Policy of the Ekurhuleni Metropolitan Municipality, not be considered by the Council as valid bids. The lowest or any bid will not necessarily be accepted and the Council reserves the right not to consider any bid not suitably endorsed or comprehensively completed, as well as the right to accept a bid in whole or part.
Bids completed in pencil will be regarded as invalid bids. Bids may only be submitted on the documentation provided by the

The conditions of bid are the Standard Conditions of Tender as contained in Annex F of the CIDB Standard for Uniformity for construction Procurement, Board Notice 136 Government Gazette No 38960 of 10 July 2015. A copy is attached hereto, immediately after page 13. The under mentioned items of data and deviations will have precedence over the Standard Conditions of bid conditions in Annex F.
The Standard Conditions of Bid for Procurements make several references to the bid data for details that apply specifically to this bid. The bid data shall have precedence in the interpretation of any ambiguity or inconsistency between it and the standard conditions of bid.
