Kuwait housing project continues to advance as construction progresses on the $1.1 billion South Saad Al Abdullah development, with infrastructure works underway and broader housing strategies aligning with newer mega schemes such as the Sabriya City project, which is moving toward contract signing and large-scale execution.

Construction Progress, Current Status Update and Project Overview

Construction works on the South Saad Al Abdullah housing project have moved into active implementation phases. Meanwhile, infrastructure contracts awarded earlier are now being executed across multiple zones. As a result, site preparation and utility installation works are ongoing.

Recent updates show that Kuwait awarded additional infrastructure contracts linked to the project. Notably, China Gezhouba Group secured contracts covering utilities and associated works. Consequently, progress has expanded beyond initial planning into physical development stages.

The project forms part of Kuwait’s wider housing delivery program. Similarly, authorities continue to fast-track projects to reduce housing demand pressures. Therefore, execution remains a national priority.

The South Saad Al Abdullah housing project includes over 20,000 residential units. In addition, it integrates roads, utilities, and essential public infrastructure. Thus, it reflects Kuwait’s approach to large-scale urban development.

The project aligns with Kuwait Vision 2035 housing expansion plans. Moreover, it complements emerging mega developments across the country. For instance, the $22 billion  Sabriya City project is advancing toward contract signing. That project will deliver over 50,000 housing units with integrated infrastructure. Therefore, both developments highlight Kuwait’s long-term residential strategy. As a result, cross-project synergies are shaping national planning frameworks.

Delivery model and implementation strategy

The project follows a structured contract award and phased delivery model. Meanwhile, contractors are responsible for infrastructure and service provision. Consequently, coordination between stakeholders remains critical. Kuwait continues to engage international contractors and consultants. In addition, authorities are adopting scalable delivery frameworks for efficiency. Thus, project execution benefits from global expertise.

The government also supports public-private participation in major developments. Similarly, financing and technical partnerships help accelerate timelines. Therefore, large housing schemes can progress without major delays.

Outlook for Kuwait housing developments

Kuwait is expanding its housing pipeline through multiple large-scale projects. Meanwhile, authorities are prioritizing timely delivery and infrastructure readiness. As a result, several projects are progressing simultaneously.

The South Saad Al Abdullah project is expected to continue construction in phases. However, completion timelines depend on contractor performance and coordination. Ultimately, the project remains central to Kuwait’s housing objectives.

In parallel, newer developments such as Sabriya City are gaining momentum. Therefore, Kuwait’s construction sector is entering a sustained growth phase. Consequently, long-term housing supply is expected to improve significantly.

The project’s contract was awarded to the Chinese builder by Kuwait’s Public Authority for Housing Welfare (PAHW). Since its establishment in 1977, it’s been one of the oldest Design and Engineering consultancies. An official statement from PAHW revealed that Gezhouba was its lowest bidder. In addition to building the mega-development, the company will also be responsible for maintenance-related works.
