$1.2B Antelope Valley Commerce Center Construction Approved in Palmdale

The Antelope Valley Commerce Center has secured full entitlement approval, clearing the way for construction of one of the largest industrial developments ever planned in Los Angeles County. The milestone, confirmed on April 8, 2026, allows the project to advance into site preparation and phased construction.

The master-planned development spans approximately 510 acres and will deliver up to 9.4 million square feet of industrial space at full build-out. This includes more than 8 million square feet under the newly approved eastern portion and roughly 1.4 million square feet in the western section, forming a unified large-scale logistics and industrial hub.

With an estimated construction value exceeding $1.2 billion, the project ranks among the most significant industrial construction opportunities in Southern California. Its scale and phased delivery model will require extensive groundwork, including grading, internal road networks, and utility infrastructure, before vertical construction progresses across multiple building sites.

A defining construction feature is the potential for a single industrial building of up to 2 million square feet—placing it among the largest facilities of its kind in the region. The development is designed to accommodate a wide range of building sizes, supporting diverse construction typologies from smaller industrial units to large-scale distribution centers.

Planned building specifications reflect modern industrial construction standards, including high-clear heights of up to 42 feet, ESFR fire protection systems, expansive truck courts, and a mix of dock-high and grade-level loading configurations. Flexible office build-outs are also incorporated into the design, allowing facilities to be tailored to end users.

Infrastructure access

From an infrastructure perspective, the site benefits from direct access to State Route 14, with ongoing improvements expected to enhance connectivity and goods movement capacity. The location also offers proximity to regional air and rail infrastructure, strengthening its role as a logistics and advanced manufacturing hub.

The broader area is already seeing complementary development activity, including a planned large-scale distribution facility nearby, reinforcing the region’s emergence as a major industrial corridor within Los Angeles County.

With entitlements now in place, the Antelope Valley Commerce Center transitions into execution, where construction timelines, contractor mobilization, and phased delivery will determine how quickly this large-scale project takes shape.

The AVCC development is led by Covington Group, Inc., the primary developer and sponsor. The project applicant is AVCC Master, LLC, responsible for securing entitlements and coordinating approvals with the City of Palmdale, the lead public agency managing the Specific Plan, environmental review, and development agreement. T&B Planning, Inc. serves as planning consultant, preparing key documents and ensuring regulatory compliance. Leasing and market strategy is handled by CBRE brokers, providing tenant engagement and space marketing. This team combines development, planning, and operational expertise to guide AVCC from entitlement through phased construction and occupancy.

The Antelope Valley Commerce Center is part of a broader trend of large-scale industrial developments shaping U.S. logistics markets. Projects like Northpoint Innovation Park in Salt Lake City, Utah, with its 15 pad-ready sites across nearly 95 acres, demonstrate how master-planned industrial campuses are meeting growing demand for logistics, manufacturing, and e-commerce space. Both AVCC and Northpoint highlight the benefits of modern infrastructure, strategic locations, and flexible site design for multiple tenants and long-term regional growth.
