In May 2026, the Victorian Government unveiled radical rebuild plans for Tottenham and Albion stations to drastically improve local accessibility, featuring modern station plazas, new pedestrian overpasses, and safer, well-lit underpasses. The broader community has been invited to review these architectural blueprints and submit formal feedback via the Engage Victoria platform before the mid-June deadline. While political and logistical disputes with the airport operator previously stalled the timeline, the current construction momentum and active community consultations signal a solidified commitment to finally delivering Melbourne’s long-awaited airport mass transit link.
While serving entirely different geographic regions, the Melbourne Airport Rail Link and Queensland’s Beerburrum to Nambour (B2N) Rail Upgrade represent a coordinated, multi-billion-dollar push by the Australian Federal Government to modernize the nation’s critical rail infrastructure. Both projects share a synchronized timeline with main construction packages heavily advancing into 2026 and are designed around the same structural objective: untangling congested, single-track bottleneck corridors to dramatically boost frequency, freight capacity, and network reliability. Furthermore, both megaprojects act as the essential foundational links required to unlock larger, generational transit networks, with Melbourne’s upgrades feeding into the future Suburban Rail Loop and the B2N duplication serving as a critical enabler for Queensland’s upcoming “The Wave” rail network connecting Brisbane to Maroochydore Airport.

The Federal and Victorian Governments have each committed $5 billion to the long-awaited Melbourne Airport Railway Link and announced the route for the project that will allow passengers landing at Melbourne Airport to take trains to the heart of the CBD every 10 minutes once the Melbourne Airport Rail Link is completed in 2029. The Australian Prime Minister Scott Morrison said would begin construction in 2022 and support up to 8,000 jobs. Passengers along the busy Cranbourne and Pakenham lines in Melbourne’s south-east will be able to board a train and ride without changes to the airport, while other metro lines will require one swap inside the Metro Tunnel, which is due to be completed by 2025.

Melbourne Airport Railway link will also see ten-minute turn-up-and-go services running from Melbourne Airport through the heart of the city, providing direct connections to key sites including Melbourne University, the Parkville medical precinct, Melbourne Central and Flinders Street stations, and the St Kilda Road business precinct. Melbourne’s west will have direct airport access via a single interchange at Sunshine Station, or Footscray Station for Werribee and Williamstown line passengers. Travelers on all city loop trains will also be able to connect to airport trains at Flinders Street and Melbourne Central.
The government said that the project provides the best possible integration with the existing network and paves the way for future improvements to regional and western metropolitan lines and the Melbourne Airport Rail will use the new fleet of High Capacity Metro Trains – the biggest and most passenger-friendly trains on Victoria’s train network. “The airport link is a nationally significant project and Victorians have been waiting a long time for it to become a reality. With construction to start in 2022, the agreement will support up to 8,000 jobs during construction,” the Prime Minister said.

Key Station Overhauls and Hubs
- Sunshine Station: Transformed into a multi-modal Superhub with 2 new regional platforms, upgraded bus interchange, and expansive new pedestrian/cycling forecourts. It will unlock network capacity to support over 40 trains per hour, including 6 dedicated airport trains every hour.
- Albion Station: Full rebuild positioned slightly east of the existing site. Features a new accessible pedestrian overpass with stairs and lifts, a modern station plaza, and improved passenger shelters. It will drastically improve local accessibility and safety while preserving the historic underpass connection.
- Tottenham Station: Rebuilt 20 meters north on the realigned Sunbury Line corridor. Features a wide, well-lit pedestrian underpass connecting the northern car park to Sunshine Road. Separates pedestrian traffic from busy Ashley Street to make walking between activity centers safer.
- Keilor East and Melbourne Airport Construction of entirely new above-ground stations equipped with high-capacity metropolitan infrastructure. It will bring brand-new rail access to communities in Melbourne’s inner north-west.
