O’Leary Digital Limited has formed a strategic joint venture with West GenCo LLC to advance development of the Wonder Valley Utah Campus, a planned 7.5-gigawatt powered compute facility in Box Elder County’s Golden Spike District.
Under the agreement, West GenCo will oversee permitting and state-level regulatory coordination for the Utah project, marking a key step toward regulatory approval for one of the largest announced data infrastructure developments in the United States.
Utah Campus Design and Capacity
The campus will generate up to 7.5 gigawatts of power through phased deployment of powered buildings and integrated on-site energy and utility infrastructure. It is designed to support enterprise and mission-critical computing applications and accommodate either dedicated single-tenant campuses or segmented multi-tenant configurations. O’Leary Digital has not disclosed construction timelines, projected capital investment, or tenant commitments.
Strategic Positioning
The Utah site benefits from access to major interstate natural gas infrastructure and proximity to aerospace, defense, and advanced manufacturing ecosystems. The company said the location is well-suited to secure, high-performance computing environments.
Chairman Kevin O’Leary highlighted collaboration with Utah officials including Spencer J. Cox, J. Stuart Adams, Mike Lee, and John R. Curtis, noting that projects of this scale require close coordination with state and local leadership.

In parallel, O’Leary Digital confirmed that permitting is underway for Wonder Valley Alberta near Grande Prairie, located within the Greenview Industrial Gateway. That project is also planned for 7.5 gigawatts of capacity but is proceeding separately from the Utah joint venture.
The company said it has begun engagement with Indigenous communities whose traditional territories include the Alberta site.
Across both jurisdictions, O’Leary Digital has approximately 26,000 acres under development and describes the combined 15-gigawatt master plan as potentially representing the largest integrated powered compute infrastructure buildout currently underway globally, based on publicly available information.
