Shintech Louisiana, LLC announced plans to invest $3.4 billion to expand its manufacturing complex in Iberville Parish, adding major new chemical processing units at its existing facility along the Mississippi River industrial corridor.

The project will include construction of a second ethylene production unit and a fourth chlor-alkali and vinyl chloride monomer (VCM) unit. The additions will expand the site’s vertically integrated PVC production chain. Increasing Shintech’s ability to produce key feedstocks used in polyvinyl chloride manufacturing.

Shintech did not disclose the square footage of the expansion or projected annual production capacity increases. Construction will occur in phases, beginning with the ethylene unit. The first phase is expected to be completed in 2030.

Site and Infrastructure

The Iberville Parish complex in Plaquemine has operated since 2000 and functions as one of the company’s primary U.S. production hubs. Its location offers direct access to Gulf Coast petrochemical supply networks and export channels, including the Port of New Orleans, where Shintech leads in containerized exports.

The expansion will require significant additional power capacity. Entergy Louisiana said it will provide the necessary energy infrastructure to support the new units, underscoring the project’s scale and long-term operational demands.

Company officials said the new facilities will incorporate advanced process technologies designed to reduce emissions intensity per pound of PVC and caustic soda produced, though specific emissions benchmarks were not released.

Employment and Economic Impact

The expansion is expected to create 163 direct jobs with an average annual salary of $117,329, approximately 42% above the average wage in Iberville Parish. The company will retain 725 existing positions at the site.

According to Louisiana Economic Development, the project could generate an additional 655 indirect jobs, bringing the total estimated employment impact to 818 potential new jobs across the Capital Region. Thousands of temporary construction jobs are also anticipated during the multi-phase buildout, along with approximately 100 additional contractor positions.

Incentives and State Support

Louisiana offered a competitive incentives package to secure the Plaquemine project, including a $23.5 million performance-based grant for equipment and infrastructure improvements. Shintech will also participate in the state’s Industrial Tax Exemption and Quality Jobs programs and receive workforce development support through LED FastStart.

In recent years, Louisiana has attracted significant industrial investments, strengthening its reputation as a center for both energy and manufacturing. Large-scale projects, including Venture Global’s CP2 LNG facility and Shintech Louisiana’s $3.4 billion chemical plant expansion in Iberville Parish, demonstrate the state’s capacity to support complex, capital-intensive operations. These developments reflect Louisiana’s robust infrastructure, skilled workforce, and favorable business environment for major industrial growth.

Long-Term Expansion Strategy

Shintech has invested approximately $9 billion in seven previous major projects in Louisiana over the past 25 years, steadily expanding its chemical processing capacity in Iberville Parish. The new investment represents the next phase of that long-term growth strategy, reinforcing the site’s role in global PVC supply chains.

Louisiana Economic Development and Iberville Parish officials said the project strengthens the state’s position in petrochemical manufacturing, but Shintech has not yet disclosed total site acreage, engineering contractors, or the final investment breakdown between units.
