ICM SPA was recently awarded a $117 million Design-Bid-Build firm-fixed-price military construction (MILCON) contract, for the Vicenza Army Family Housing project, phase 4, by Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT). The project is located in the U.S. Army Garrison, Italy. 

The project’s phase 4 covers 107 army family units. The Villaggio housing area, close to Caserma Ederle, comes at a cost of $470 million. Its construction will make up the U.S. Army’s mammoth family housing project.

According to NAVFAC EURAFCENT’s chief engineer, Barry Forbes, the company is committed to driving forward strategic objectives for USAG Vicenza and ensuring that the well-being of their soldiers and their families are enhanced.

He further said that the MILCON’s awarding for Villaggio’s phase 4 highlights their dedication to a culture of excellence and they are hoping for a successful execution of the project.

How many people will benefit from the Vicenza Army Family Housing project?

Almost double the size of the previous units, these apartments and townhouses will be occupied by 478 families, once the project is concluded. 

Villaggio’s new homes are all collocated conveniently with the Department of Defense Education Activity schools. It is also collocated with the recently commissioned Vicenza High School.

A number of upgrades will be featured in the new housing project. Such upgrades include photo-voltaic panels, to be used for energy saving, garages as well as increasing the capacity to support electric car charging stations that could be installed in future.

U.S. Army Garrison-Italy, commander Col. Scott W. Horrigan, said that the contract is a big win for the Vicenza Military Community. According to him, it is a representation of the commitment made by the army to make sure that their service members as well as family members access quality homes.

The housing project objective

He said that the Villagio housing project goal is to come with a purpose-built community for the soldiers. In this community, they can easily access their schools, childcare as well as other services provided.

He also highlighted that their community benefited from the investment made by the army. According to him, the initiative shows how they prioritize the well-being of their army.

Delivering improvements that are functional to the pre-existing structures in supporting DoD components and carrying out the required tasks needed to produce complete facilities is all included in the DoD’s MILCON program.

Cmdr. Jon Horner, Resident Office overseeing Construction North Italy, stated that so much time has been spent in programming, planning, and designing of each phase. He lauded the Army-Navy team for bringing the program into life. According to him, the community will be one of the most sought for military families all over Europe.

It is said that the project is divided into five phases. The final phase is expected to feature a community center, to be granted in the next two years. The program’s other phases are expected to be delivered from 2026-2028.
