A contract was recently awarded for the construction of the Mogharpada depot (car shed) in Thane as part of the ongoing Mumbai Metro Line 4 project in India. The US$ 109M contract was awarded by Mumbai Metropolitan Region Development Authority (MMRDA) to SEW-VSE (JV).
The depot will be built on an area of approximately 42.25 hectares at Mogharpada. Upon completion, it will comprise stabling yards, an operational control centre, administrative buildings, maintenance and workshop buildings. It will also have an auxiliary substation, staff quarters and other necessary infrastructure. Moreover, the depot will have 64 stabling lines 32 of which are present and 32 of which will be provided in future. Furthermore, it will have 10 inspection bay lines and 10 workshop lines.
The depot will serve Mumbai Metro Green Line Routes 4 and 4A, connecting Wadala to Gaimukh.
In another related development, the MMRDA has approved a tender for laying a ballastless railway track connecting Mulund Fire Station to Gaimukh Station and the aforementioned depot. Apurvakriti Infrastructure Pvt Ltd has been appointed for this task the cost of which is R121,55,91,349, 7.29% less than the initial tender amount.
Mumbai Metro Line 4 from Wadala to Kasarvadavali is a 32.32km long elevated corridor with 32 stations. It is expected to provide interconnectivity among the existing Eastern Express Roadway, Central Railway, Mono Rail, the ongoing Metro Line 2B (D N Nagar to Mandale), and the proposed Metro Line 5 (Thane to Kalyan), Metro Line 6 (Swami Samarth Nagar to Vikhroli) & Metro Line 8 (Wadala to General Post Office).
The Rs. 14,549 Cr project will provide rail-based access to the commercial, Govt. bodies, and geographical landmarks in Mumbai. Dedicated Depots are planned in Owale land up to an extent of 20 Ha. and in Godrej Land is up to 15.50 Ha. Area. Depending on road conditions, it will also reduce the current travel time by between 50% and 75%.

In September, the contract for the construction of the 1st Pier Cap through Package CA54 was awarded to J Kumar Infraprojects in with a value of Rs 342 crore.
2020
As of January:
- 87.0% of the soil investigation work for the Pier foundation was completed.
- Utility works were 76% complete
- Piling works were 47% complete
- Pile Cap works were 27.3% complete
- Pier works were 23.6% complete
- Pier Cap works; Pier Cap:22% Casting completed. 12% Erection completed
- U Girder Works; Pier Cap:16% Casting completed. 4% Erection completed
- Station works were in progress

MMRDA launches tender for signalling and train control for Mumbai Metro Line 4
The Mumbai Metropolitan Region Development Authority (MMRDA) has launched the tender for signalling and train control for Mumbai Metro Line 4.
The work is to be completed in 34 months.

MMRDA invited bids for head-hardened rails. Scope of work includes Supply of 9800 MT 60E1 (UIC-60), 1080 Grade Head Hardened (HH) Rails as per IRS T-12-2009 for Line-4.
In the same month, the KfW, a German development bank, extended a loan worth US $640.6m for the construction of Mumbai Metro Line 4 from Wadala to Kasaravadavli and Line 4A from Kasaravadavli to Gaimukh which will connect the island city to Thane.
According to the Mumbai Metropolitan Region Development Authority (MMRDA), the credit package is made up of one development loan of US $405.5m, including US $300m to buy rolling stock, and another promotional loan of US $235.1m. A sum of US $105.8m will be used for a multi-modal integration system.
In late November, the Thane Municipal Corporation (TMC) again tabled the two-year-old proposal of allotting land at Kolshet for a casting yard to the Metro Line 4 project. The proposal earlier stayed as several corporators had opposed it claiming that the corporation was losing crores of Rupees in revenue by allotting land free of cost to the Mumbai Metropolitan Region Development Authority (MMRDA).
The TMC, on the other hand, maintained that as per government rule (GR), it was supposed to allot land on a temporary basis free of cost for Metro projects. Construction of Metro Line 4 is in progress in Thane. The MMRDA has completed more than 55% of the piling works, 30% of pier work, and 20% of girder casting.
In the same month, line 4A’s 1st Pier Cap was launched. Workers from J Kumar Infraprojects and Sunder Cranes erected the first 9.5m wide pier cap of Mumbai Metroโs Line-4A (Green Line) on Ghodbunder Road in Owale, Thane West. This small 2.88km northern extension of the 32.32km Line-4 will connect Kasarvadavali to Gaimukh through the new 2 stations at Gowniwada and Gaimukh.
2021
In Mid-January, Canadian company Bombardier emerged as the lowest bidder for manufacturing 234 coaches for the Metro-4 (Wadala-Thane-Kasarvadavli) and its extension line 4A (Kasarvadavli-Gaimukh). A Chinese firm had also shown interest in the tender worth โน1,865 crore, but according to Mumbai Metropolitan Region Development Authority (MMRDA) officials, the Chinese firm โ CRRC Corporation Ltd โ did not qualify for the bids.
In late February, The Mumbai Metro Rail Corporation (MMRC) announced that line 4 from Santacruz Electronics Export Processing Zone (SEEPZ) to Science Museum is now connected by the twin tunnel (18.5km).
In early March, the Mumbai Metropolitan Region Development Authority (MMRDA) approached the Bombay High Court seeking permission to carry out work pertaining to the construction of an integrated car shed for Metro lines 3, 4, and 6 at the disputed site in suburban Kanjurmarg.
The MMRDA in its application said without the construction of the car shed, Metro lines 3 (Colaba-Bandra- SEEPZ), 4 (Kasarwadavali-Wadala), and 6 (Lokhandwala-Vikhroli) cannot be commissioned and made available for the use of the public. “Apart from problems caused to the public, the delay would also result in financial loss to the MMRDA,” it said.
The Centre and the Maharashtra government are locked in a tussle over ownership of the land earmarked by the state for constructing the car depot which was earlier planned at Aarey Colony, a green belt in suburban Goregaon.
Around the same period, the Mumbai Metropolitan Region Development Authority (MMRDA) invited open E-tenders from eligible bidders for Main Lines and Depot of Line 4 and the extension corridor (Wadala โ Kasarvadavali โ Gaimukh) of the Mumbai Metro Rail Project of MMRDA. The work included the Design, Manufacture, Supply, Installation, Testing, and Commissioning of the Telecommunication system for the Main Lines and the Depot of Line 4 and the extension corridor (Wadala โ Kasarvadavali โ Gaimukh) of the Mumbai Metro Rail Project of MMRDA.
In late March, MMRDA formally awarded Alstom the contract to design, manufacture, supply, test, and commission 234 metro cars, including personnel training for Line 4 and the extension corridor (Wadala-Kasarvardavali-Gaimukh). The order is valued at โฌ220 million (INR 1854 Crores).
In early April, it was announced that LPFLEX had won a major signage, graphics, and wayfinding project from MMRDA. The scope of work includes the design, manufacture, supply, installation, testing, and commissioning of signage, graphics, and wayfinders in the elevated stations of Mumbai Metro.
In late April, the MMRDA opened the financial bids of contracts that called for the supply and installation of signalling, train control, and platform screen door systems for Line 4 and Line 4A of Mumbai Metro. According to bid results, French company Alstom Transport emerged as the lowest bidder out of the other three bidders. Hitachi Rail India Pvt secured the L2 position while Siemens India Ltd secured the L3 position.
In late June, Minister of State in Housing and Urban Affairs Ministry, Kaushal Kishore in a written reply in the Lok Sabh informed that the physical progress of Mumbai Metro Line 4 was 30.43%.
Metro project in Mumbai is initiated without proper planing. Land acquisition, routes, depots etc must be finalized. There has to be caveat on project from SC that no decisions can be altered by any authority or Govt once the project clearances are given. Any delay in mega projects makes them economically unviable.
