Egypt’s New Administrative Capital

Egypt’s New Administrative Capital (NAC), designed to relieve Cairo’s congestion, is operational as of early 2026, with the Parliament, key ministries, and financial district relocating. The $58+ billion city, featuring Africa’s tallest tower, is rapidly expanding, with 5,000 families living there and new developments like “The Spine” enhancing its commercial capacity.

On the other hand, the Central Business District (CBD) project within Egypt’s New Administrative Capital is a large-scale urban development comprising multiple high-rise buildings. A financing arrangement led by Industrial and Commercial Bank of China covered approximately 85% of the $3.8 billion project cost, with the Egyptian government contributing the remaining portion.

The development includes the construction of 20 towers. Reports indicated that 15 towers were nearing handover, while five remained under construction by China State Construction Engineering Corporation in line with project timelines.

The financing structure includes a repayment period of approximately 10 years from the handover stage. One of the towers under development is planned to reach a height of 345 meters as part of the overall project scope.

Other Projects

Other than the New Administrative Capital in Egypt, a new $27bn+ The Spine City is also making major advancements from proposal to implementation. The construction of the $27bn+ the Spine ‘city within a city’ in Cairo is taking shape as the government asserts the project’s go ahead. Talaat Moustafa Group (TMG) noted that it would build the new city just east of Cairo. Furthermore, managing director Hisham Talaat Moustafa noted that it would be done in partnership with the National Bank of Egypt. It is to be done with a paid-up capital of 69 billion Egyptian pounds ($1.3 billion).

Significance and Scope of Implementation on Egypt’s New Administrative Capital

The development of the CBD of Egypt’s New Administrative Capital is an indicator of sound international cooperation. It highlights China’s growing investment in mega African infrastructure. It further confirms Egypt’s aspiration to create a new, well-planned city center to the east of Cairo. Tower construction is but one piece of the larger scheme, which also involves residential areas, government buildings, and business districts. Implementation is, however, currently focused on the skyscraper business district. Comprising half a square kilometer, the project is also a component of an allied drive within a much larger urban planning scheme.

Although initial plans have swayed between UAE and Chinese involvement, Egypt has now secured the building with ensured financial and technical backing. Specifically, the work of this phase is limited to the tower construction of the central area. Future expansion will depend on ongoing financing and political backing. Meanwhile, the successful completion approach of towers helps ensure the project’s feasibility.
