Construction has commenced on a highly anticipated apartment complex in Leyland, envisioned to promote and sustain independence among the elderly, (55 and above). Known as Jubilee Gardens, this innovative development will rise adjacent to the South Ribble Borough Council’s Civic Centre headquarters on West Paddock.
The Leyland Apartments construction, a £17.8 million initiative, is slated to encompass 75 self-contained units exclusively available for affordable rent to individuals aged 55 and above.. Enriching the living experience, the project will incorporate shared areas for residents, along with a bistro and a hair and beauty salon accessible to the general public.
Initially greenlit in September of the prior year, the original design of the partly single-story and partly three-story building featured 72 flats. However, a recent revision was introduced, modestly boosting the room count. This updated plan was also endorsed by the council’s planning committee.
Anticipated construction completion date for the Leyland apartments
Hopes are high for the completion of the Leyland Apartments construction by the summer of 2025, with registrations of interest from potential occupants set to commence a year earlier. The structure’s footprint will remain consistent with the initial proposal, albeit with minor design refinements like the incorporation of charming Juliet balconies in lieu of the previously suggested walk-on balconies.
Paul Foster, leader of the South Ribble Borough Council, highlighted the significance of this groundbreaking project. As the district’s inaugural endeavor of its kind, Jubilee Gardens is primed to address the pressing need for economical housing options tailored to the aging population. Foster expressed his enthusiasm for the impending benefits the project will bring to residents.

The local authority will oversee the Leyland Apartments construction in collaboration with a registered housing provider to ensure effective development, delivery, and management. Spearheading the construction efforts is Caddick Construction Ltd., the appointed primary contractor. Beyond the project’s advancement, Caddick Construction Ltd. will contribute to the local economy by providing job opportunities, internships, and vocational training.
With a substantial contribution of £6 million from Homes England, the South Ribble Borough Council has taken essential steps to fund this progressive undertaking, signaling their commitment to meeting the evolving housing needs of their community.
