Andrews Sports Medicine has received approval from Homewood’s planning commission for a $124 million facility at Brookwood Village.
The planning commission on Tuesday recommended the City Council consider the project next. The Planning and Development Committee will review it before a public hearing in December.
Six commission members supported the proposal, two voted against it, and one member abstained due to bias.
Mark Schoel, chief land surveyor for Schoel Engineering, spoke for his company at the meeting. Schoel asked for approval to resurvey and subdivide the 14-acre property into three separate lots to enable hospital development.
Anticipated construction start
Jess Sirkin, project manager and civil engineer for Schoel, presented their request to allow renovation and conversion of the former Belk Department Store space into a medical office building. They anticipate construction will begin during the first quarter of 2025.
St. Vincent’s Health System filed a certificate of need (CON) for the $124 million+ surgery center to occupy the former Belk space. The State Health Planning and Development Agency (SHPDA) received an application in October, and St. Vincent’s filed the CON in January.
The Andrews Sports Medicine new facility project at Brookwood Village bears the name Central Alabama Orthopedic Ambulatory Surgery Center LLC, which appears in Alabama Secretary of State Business Entity Records under St. Vincent’s Health System.

Multi-specialty ambulatory surgery center
The CON proposal outlines a multi-specialty ambulatory surgery center containing 16 operating rooms, four procedure rooms, pre- and post-operative spaces, offices, staff workspaces and shell space for two additional operating rooms.
Property Background
Brookwood Village changed hands in 2021 through three deals totaling $86 million. Pope & Land and Fairway now own Brookwood Village.
A major portion was sold for $21 million in August. Fairway and Pope & Land bought everything from the former Belk space to Macy’s, including the adjoining Fresh Market-anchored retail center. In September, Brookwood Office Partners LLC acquired the Macy’s department store location from Macy’s Retail Holdings LLC in a $10 million sale-leaseback transaction, according to Jefferson County public records.
569 Shades Creek LP purchased the final portion of Brookwood Village for $55 million on Nov. 12, 2021, acquiring the 169,489-square-foot Brookwood Office Center building at 569 Brookwood Village from Preferred Apartment Communities Inc.
Fairway Investments LLC and Atlanta-based Pope & Land Enterprises Inc. created a joint venture to acquire the Brookwood Office Center building and the mall section from the former Belk department store to Macy’s, including the Fresh Market shopping center. Fairway also partnered with Colliers Alabama President Joe Sandner IV to purchase the Macy’s property.
Multiple retailers and restaurants left the property before and during the pandemic. Belk closed in 2019, leaving the space vacant since then.
