Mack Real Estate Group and McCourt Partners have unveiled a conceptual site plans for Halo Vista, a 2,300-acre, “city within a city”, surrounding TSMC in Phoenix. The overall development carries a staggering $7 billion price tag, which Mack describes as a “city within a city” — emphasizing that it creates a new community, not just a manufacturing center. The plan will include an estimated 30 million square feet of commercial building space across industrial, education, retail, hospitality, entertainment districts and up to 9,000 residential units at full buildout.
“We envision chip designers and engineering students, not just suppliers and manufacturers, co-locating here to create a value added ecosystem beyond chip manufacturing, which will create more value in the Phoenix economy,” Mack said.
“TSMC has chosen to spend $65 billion here, and that could reach $120 billion,” said Richard Mack, CEO of New York-based Mack Real Estate Group. “As historic as this is, it might mark just the beginning.”
Hsinchu Science Park
In Taiwan, a massive corridor called Hsinchu Science Park surrounds the company, containing all the elements Phoenix hopes to emulate in plans for the Halo Vista. About 500 technology companies call it home, along with restaurants, shops, housing, daycare and research and innovation facilities.
Mack Real Estate Group collaborated with the state and city of Phoenix for years to master plan a 3,500-acre corridor anchored by the chipmaking giant, which could grow to include six semiconductor fabrication facilities and create thousands of jobs. The Taiwanese company will begin mass production early next year at its first Phoenix fab and currently employs 2,200 people.
After winning a state land auction for the raw desert land around TSMC for $56.28 million in May, Mack Real Estate Group partnered with McCourt Partners to reshape what could become one of Arizona’s largest employment corridors, creating upwards of 70,000 new jobs.
Site plans for the Halo Vista
The pair unveiled their vision Oct. 24: the Halo Vista master plan, which introduces its first two hubs — The Forge, a manufacturing district, and the Sonoran Oasis Research and Technology Park, focused on engineering, research and development.
New York-based Mack Real Estate Group maintains a longstanding presence in the Phoenix development community.
Ralph Henig established the Mack family’s business in the Valley nearly 40 years ago, and Mack-related entities have constructed more than 10 million square feet of industrial space. In just the past few years, MREG has added 7.6 million square feet of industrial development and 3,500 housing units.

Biscuit Flats
TSMC’s arrival has accelerated development plans in that area of Phoenix, known as Biscuit Flats. This 12,000-acre area will become a key Valley corridor.
As the winning bidder of the 2,300 acres, Mack Real Estate Group must master plan another 1,200 acres of state land west of its current site as a potential extension of its master plan.
PulteGroup Inc. has submitted formal plans to Phoenix for NorthPark, a 6,355-acre master-planned community with nearly 20,000 residential units just south of TSMC and the Loop 303. Nearby, just east of Interstate 17, Brookfield Properties plans to develop about 6,000 acres of state trust land for growth opportunities.
Why the name Halo Vista?
The developers chose the name Halo Vista to reflect the scale and scope of the plan, as well as the project’s ambitions.
