The largest operating offshore wind farms in the Asia-Pacific

Greater Changhua 1 and 2a offshore wind farms were inaugurated on April 25, 2024, becoming the largest operating offshore wind farms in the Asia-Pacific region, and among the largest in the world as of 2025, with a combined capacity of 900MW.

The inauguration of the two wind farms took place at Ørsted’s operations and maintenance hub in the Port of Taichung. It came approximately three years since the start of construction works. It was also 2 years since the Greater Changhua 2a wind farm generated its first power in April 2022.

Project financing

Ørsted is the sole owner of the Greater Changhua 2a. It also co-owns Greater Changhua 1 with a 50% stake. Mercury Taiwan Holdings, a consortium between Caisse de dépôt et placement du Québec (CDPQ) and Cathay Private Equity, is the other owner of the Greater Changhua 1.

CDPQ is a long-term institutional investor that manages funds primarily for public and para-public pension and insurance plans. Cathay Capital on the other hand is a private equity investment firm operating in Europe, China and North America. It has over US$ 2 billion in assets under management and investments in over 80 companies.

Overview on Taiwan’s Greater Changhua offshore wind farms

Comprising of 111 Siemens Gamesa SG 8.0-167 DD wind turbines, Greater Changhua 1 and 2a offshore wind farms are part of Taiwan’s Greater Changhua offshore wind farms.

Greater Changhua 2b and 4 wind farms to achieve commercial operation by 2026

They are a series of offshore wind farms being developed in the Taiwan Strait, lying 35km to 60km off the coast of Changhua County, Taiwan. Other than the 605MW Greater Changhua 1 and the 295MW Greater Changhua 2a, the complex also includes the 337MW Greater Changhua 2b, the 600MW Greater Changhua 3 and the 583MW Greater Changhua 4.

Construction is currently ongoing at the Greater Changhua 2b and the Greater Changhua 4. Work commenced in Q3 2023 following a Final Investment Decision (FID) made in March 2023.

With Greater Changhua 1 and 2a commissioned – reportedly doubling the country’s offshore wind capacity and successfully catalyzed its offshore wind ecosystem – Ørsted now focuses on the Greater Changhua 2b and 4 wind farms.

Completion of the other Changhua offshore wind farms

The Greater Changhua 2b and 4 wind farms plan to achieve commercial operation by 2026. Ørsted also marked a major milestone in July 23, 2022 with the first turbine from the 920 MW Greater Changhua 2b and 4 offshore wind farms successfully delivering its first power to the national grid of Taiwan.

Construction timeline of the Greater Changhua 3 is not yet officially established. Technical details on the project have also not been made public, yet. However, its capacity stands at around 570 MW as seen in several tenders made for the project.
