Ørsted’s Greater Changhua 2b and 4 offshore wind farms are part of a series of wind farms currently under active construction in the Taiwan Strait. They expect completion in 2026, after which they will commercially form part of the largest wind farm in the Asia-Pacific region.
Updated July 23, 2025 – Ørsted marks another major milestone, delivering its first power from the 920 MW Greater Changhua 2b and 4 offshore wind farms to Taiwan’s national grid.
Corporate Power Purchase Agreement (CPPA) Signed
Reported on August 14, 2021 – The world’s largest renewable energy CPPA at the time was signed. This was between TSMC and Ørsted for the 920MW Greater Changhua 2b & 4 offshore wind farms. In the agreement, TSMC off-takes full production of the farm from Ørsted once operational in 2026. This is however subject to grid availability and Ørsted’s Final Investment Decision (FID).
According to J.K. Lin, Senior VP of IT at TSMC during the signing, they are happy for the opportunity to collaborate with Ørsted. This, Lin says, is not only to expand the adoption of renewable energy but also to work towards Taiwan’s energy transition to build a world-class industrial environment. “As a corporate citizen, TSMC is taking green action to carry out our responsibility to environmental protection,” Lin said.
More on the CPPA
Under the 20-year fixed-price agreement with TSMC, the farms will receive a price for power including T-RECs (Taiwan renewable energy certificate). This is during the entire period that is higher than the feed-in-tariff. The latter was originally secured in Taiwan’s first offshore wind auction in June 2018. This improves the project’s financial viability.
Martin Neubert, Executive VP and CEO of Ørsted Offshore at the time of signing commended TSMC for their leadership in sourcing for renewable energy. Neubert also highlighted on their taking of tangible action to deliver on their ambitious greenhouse gas reduction targets. “By sourcing renewable energy at an unprecedented scale, TSMC demonstrates strong support for the development of renewable energy. Signing the largest-ever corporate PPA with the world’s leading semiconductor company shows that Ørsted is a trusted renewable energy partner for corporates and governments.”, Neubert added.
A Look at the Greater Changhua 2b & 4 wind farms
Greater Changhua 2b & 4 is one of the offshore wind farm Ørsted is developing in Taiwan.
Taipower is tasked with the building of a new transmission grid to accommodate for the country’s offshore energy. The company is expected to provide Greater Changhua 2b & 4 with grid access by late 2025. Ørsted expects to generate first power from Greater Changhua 2b & 4 shortly thereafter. Full commissioning of the farm is expected in 2026.
Greater Changhua 2b & 4 sits adjacent to the 900MW Greater Changhua 1 & 2a offshore wind farm officiated in April 2024. Ørsted is also the co-owner of Taiwan’s first commercial-scale offshore wind farm, Formosa 1. Formosa extended to its current capacity of 128MW in October 2019.
