EDF Power Solutions has signed its first corporate power purchase agreement (CPPA) in Taiwan for the 440 MW Wei Lan Hai Changhua Offshore Wind Farm, marking a significant step in the company’s expansion across Asia’s offshore wind sector. This is also EDF’s debut offshore wind development in Taiwan. The project is being delivered in partnership with Taiya Renewable, in which EDF holds an 80.1 per cent stake.
Project and CPPA Overview
Located off the coast of Changhua County, the wind farm covers an area of about 53 square kilometers in water depths ranging between 15 and 45 meters. The offshore wind farm will also have fixed-bottom foundations to anchor the turbines. Once operational, it is expected to generate enough electricity to power hundreds of thousands of Taiwanese homes. The project also supports Taiwan’s 2050 net-zero emissions plan.
EDF said the agreement underscores its long-term commitment to Taiwan’s clean energy transition and the development of corporate power deals that allow industries to directly source renewable energy. The project is also one of the first large-scale offshore wind farms in Taiwan to be backed by a corporate PPA model. Changhua County is also home to one of Taiwan’s largest offshore installations, the Hai Long project with a total capacity of 1,022 MW.

What the Project Means to Energy Markets and the Region
Taiwan remains one of Asia’s leading offshore wind markets, targeting 20 GW of offshore wind capacity by 2035 under its energy transition strategy. EDF’s Wei Lan Hai Changhua project also adds momentum to Taiwan’s post-Round 3 offshore wind program. The program seeks to increase local supply chain participation and private corporate PPAs.
This project also aligns with EDF’s wider global portfolio of offshore developments, following earlier ventures in Europe and North America. For Taiwan, the CPPA represents growing investor confidence in the stability of long-term renewable contracts. This continues to strengthen the island’s position as a regional offshore wind hub.
