Israel-based Doral Group Renewable Energy Resources has announced that its U.S. subsidiary has signed an engineering, procurement, and construction (EPC) contract for the 553MWdc Cold Creek Solar and Storage Project in Texas.

Major EPC Deal Finalized

According to a stock market filing, the EPC contract is valued at ILS 1.5 billion (USD 460.7 million / EUR 395.8 million). While the contractor is described as a leading sector player in the United States, Doral did not disclose its name.

The EPC agreement covers the full design, procurement, and construction of the project facilities, which include both solar and battery components.

Construction Timeline

Work on the Cold Creek Solar and Storage Project is scheduled to begin in the first quarter of 2026, with completion expected by the second quarter of 2028.

The 340MWh battery energy storage system (BESS) will enhance grid stability. Doral noted that the procurement of solar panels and batteries will be handled separately from the EPC contract.

The project will add to Texas’ other solar projects currently under development in the state and support its growing renewable energy needs.

Power Purchase Agreement (PPA) Secured

The EPC signing follows a Power Purchase Agreement (PPA) executed by Doral Renewables, the U.S. subsidiary of Doral Group. The agreement covers 75% of the project’s total energy output and all associated Renewable Energy Credits (RECs).

While the offtaker was not named, Doral described it as a “well-known and experienced energy buyer.” The partnership marks a new commercial relationship for the company.

Project Location and Output

The Cold Creek project is located across Schleicher and Tom Green Counties in Texas. Once operational, the facility will connect to the Electric Reliability Council of Texas (ERCOT) grid.

It is expected to generate over 1 million MWh of clean electricity annually, significantly contributing to Texas’ renewable energy capacity.
