Renewable energy developer PowerBank has announced a key milestone for its Pennsylvania solar portfolio, confirming that its 4.22MW Grandview Road project has successfully completed the Interconnection Impact Review (IRR). The development marks an important step toward construction readiness for what is expected to be among the first community solar projects in the state. The milestone also positioning PowerBank to capitalize on emerging policy support and growing demand for distributed clean energy solutions in Pennsylvania.
Project Overview
Grandview Road project, located in Pennsylvania, forms part of a broader multi-site solar development strategy by PowerBank. Originally announced as a larger 13.8MW DC project in Lancaster County, the scheme has since been subdivided into multiple installations to enhance development flexibility and grid integration.
With a current capacity of 4.22MW, the project is designed as a ground-mounted community solar facility. It is also designed to enable households, renters, and businesses to subscribe and receive energy bill credits without installing rooftop systems.
The project will also inject clean electricity directly into the local grid, supporting dozens to hundreds of customers depending on final configuration and subscription uptake.

Why is Grand Road Community Solar Project Important?
The Grandview Road project is closely tied to evolving legislation in Pennsylvania, particularly House Bill 1842, which aims to formally enable community solar development across the state. The bill has also passed the state House multiple times and is currently under Senate review. This also creates a pivotal regulatory backdrop for PowerBank’s investment.
If enacted, the legislation would unlock a significant new market segment. It will also allow developers to deploy shared solar assets at scale. Should the bill not pass, the Grand Road solar project is still expected to proceed under existing net metering frameworks.
More broadly, Pennsylvania is also witnessing a surge in solar and storage development with projects such as Mineral Basin Solar project that seeks to repurpose a derelict coal mine. Gigawatts of projects are also in the interconnection queue as developers respond to rising electricity demand and decarbonization pressures.
