SAN JOSE, Calif. (February 3, 2026) — Construction has officially begun on Lupina, a significant new affordable housing development located in San Jose’s Guadalupe Washington neighborhood. Led by Resources for Community Development (RCD), the project aims to provide critical housing stability and community-serving space in the heart of the city.
The development, situated at 797 Almaden Avenue, is a 100,000-square-foot, six-story mixed-use building. Upon its projected completion in 2028, it will deliver 99 units of high-quality housing to the area.
THe project follows in lineiwth efforts the state is making to provide affordable housing. In November the State of California announced it would be moving forward with six new affordable housing developments that will create at least 843 homes on underutilized state-owned land.
Project Impact and Design
The Lupina project is designed to address the local housing crisis by offering a blend of residential and commercial utility:

Diverse Housing Options: 25 of the 99 units are specifically reserved for individuals and families transitioning out of homelessness.

Mixed-Use Infrastructure: The ground floor will feature approximately 2,300 square feet of commercial space intended for community-serving purposes.

Supportive Environment: The site will include on-site property management and dedicated supportive services to help residents thrive and maintain long-term stability.
Technical Collaboration
To bring the $5.8 million electrical scope and overall structure to life, RCD is partnering with Nibbi Brothers General Contractors and Helix Electric. The project requires a complex design to manage the power requirements of a high-density, six-story residential building while adhering to the strict budget constraints inherent in affordable housing developments.
“Every family deserves systems they can count on,” noted the project’s electrical partners, emphasizing that reliable infrastructure is the “invisible foundation” that allows children to study and parents to provide for their families in a stable environment.
A Growing Portfolio
Lupina joins other major residential initiatives currently underway in San Jose, including the Kooser Road development and Gateway Tower. Together, these projects represent a concerted effort by developers and contractors to create lasting solutions for the Bay Area’s housing needs.
