Developing NEMA Regulated Facilities GIS Database & Mapping Of Regulated Facilities Type : Tender ( EOI ) Category : Professional Services , Accounting, Tax and Auditing Ref No : By : NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY (NEMA) Closing : Wed, Apr 15, 2015 12:00 Eligibility : Kenya NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY EXPRESSION OF INTEREST FOR DEVELOPING NEMA REGULATED FACILITIES GIS DATABASE AND MAPPING OF REGULATED FACILITIES Background The National Environment Management Authority (NEMA) is established under the Environmental Management and Coordination Act No. 8 of 1999 (EMCA) as the principal instrument of Government for the implementation of all policies relating to environment. It is against this background that NEMA as a supervisory entity collects and collates data on regulated facilities. The data has over the years grown tremendously; thus the need to put in place a system that would make not only retrieval easy but also make analysis better. This would make decision making better and timely. 1. Objectives of the consultancy The main objectives of this consultancy are: To develop an appropriate methodology for collection, collation, storage and processing of data on regulated facilities in the entire country. To standardize formats for regulated facilities data in an integrated manner to establish linkage among various systems in NEMA To utilize information for planning and development. To help in Evaluation and monitoring of regulated facilities activities. To develop a methodology for nation-wide monitoring considering time and economic feasibilities The objective of the project is therefore to enhance the country’s abilities to address environmental issues related to NEMA regulated facilities through effective, coordinated and integrated approach. Specifically the project aims to develop a database as well as carry out mapping of regulated facilities in-all the 47 Counties in order to have in place information and reporting system aimed at making good decisions right from the County level. 2. Scope of work The key tasks include to; Reviewing existing entities in NEMA’s database systems. Capture new regulated facilities and update the existing database through field measurements Develop Cartographic standards, symbols Generation of scale and detailed base maps with necessary data inputs under different layers such as ward boundaries, buildings/build-up area, roads, water bodies and important landmarks for each County. Develop an interactive and graphically appealing dashboard with direct link to field staff for data storage, manipulation and analysis. Develop advanced reporting tools using wizards, customized and scheduled reports and system notification. Develop a test plan and carry out testing of the system. Provide backup and data recovery mechanism. Provide security application for different user levels and user trail, Undertake capacity building to the users of the system Organize validation workshop at regional level. Finalize Base Map and print it, which then will be handing over to the Authority. Eligibility: Interested and eligible firms are expected to submit detailed Expression of Interest (EOI) providing information and documents indicating their qualifications to provide the required services. Consultants interested in delivering the services must submit the following; A copy of certificate of incorporation/registration, A valid compliance tax certificate VAT certificate and PIN certificate URL of the bidders’ website Past experience in this kind of work and a description of similar projects undertaken and recommendations from at least two reputable clients A cover letter and Company profile detailing, capability and key personnel and their Curriculum vitae and relevant experience in successful execution of similar assignments Completed expression of interest documents in sealed plain envelopes clearly marked with name of this consultancy should be addressed to the address below; or deposited in the Authority’s Tender Box located at the reception of NEMA Headquarters, Eland House so as to be received on or before 15th APRIL, 2015 at 12.00 PM.
