In September 2025, Amazon signed a Power Purchase Agreement (PPA) with Avangrid, Inc., a member of the Iberdrola Group, to source energy from the Oregon Trail Solar Project. The facility, located in Gilliam County, Oregon, is a 57 MW DC (41 MW AC) solar project designed to supply renewable power to Amazon’s regional data centers. The project is expected to become operational in 2027. Oregon plans to host one of the largest solar power projects in the country the 1.2 GW Sunstone Solar Project.
Supporting Amazon’s Growing Energy Needs
The Oregon Trail Solar Project represents the second renewable energy PPA between Avangrid and Amazon in the Pacific Northwest, following an earlier agreement for power from the Leaning Juniper IIA repower project, also located in Gilliam County, Oregon.
Economic and Community Impact
Construction of the project is expected to create around 200 jobs, primarily filled by local union workers. Once operational, the project will support several new full-time positions within the community and generate significant economic benefits. Over its lifetime, Avangrid anticipates contributing approximately $6 million through PILOT (Payment in Lieu of Taxes) agreements and property taxes, funding schools, infrastructure, and other public services in Gilliam County.
Long-Term Renewable Investments in Oregon
Avangrid has maintained a presence in Oregon since 2001 and currently operates 2.5 GW of capacity statewide. In addition to the Oregon Trail Solar Project in Gilliam County, the company runs its National Training Center in neighboring Sherman County and maintains a large corporate office in Portland. Meanwhile, the state continues advancing large infrastructure undertakings such as the Rose Quarter Freeway work, highlighting Oregon’s push to balance renewable expansion with transportation modernization.
The project is part of Oregon’s broader renewable energy expansion, helping the state meet increasing demand for clean electricity from commercial and industrial users. By adding 57 MW DC of solar generation, Oregon Trail Solar contributes to diversifying the state’s energy mix and enhancing grid resilience, particularly in the Columbia Gorge and Eastern Oregon regions, which are seeing rapid growth in data centers and energy-intensive industries.
Avangrid, the developer, operates multiple solar and wind projects across Oregon and the U.S., totaling over 10.5 GW of generating capacity nationally. Oregon Trail Solar reflects the company’s continued investment in utility-scale renewable projects in the state, complementing recently completed facilities such as Daybreak Solar and Bakeoven Solar, as well as earlier developments like Leaning Juniper IIA. Together, these projects support long-term regional energy infrastructure, workforce development, and economic benefits for local communities.
