Granite has landed two major packages—worth a combined $230 million—on the Garnet Valley Wastewater System, a critical piece of Southern Nevada’s broader $900 million infrastructure plan in the Apex Industrial Park. The awards, issued by the Southern Nevada Water Authority (SNWA), include a $160 million and a $70 million segment under a Construction Manager at Risk (CMAR) contract and were included in Granite’s fourth quarter 2024 Capital Allocation Plan.

With the assistance of the City of North Las Vegas, the Apex Industrial Park project is a long-range regional investment to support future development. The Garnet Valley Wastewater System will be an essential part of that effort, with the aim of providing improved wastewater management capacity while promoting environmental stewardship.

Scope of work

The project involves extensive underground utility development—five miles of gravity wastewater sewer and 11 miles of force-main installation. It also involves the construction of three large lift stations that will connect into North Las Vegas’s existing wastewater treatment plant. The project began in June of 2025 and is scheduled for completion by the end of 2027.

Granite Regional Operations Vice President Chris Burke highlighted the firm’s local history and cooperative philosophy as important elements in winning the contract. “With almost three decades of Las Vegas experience, Granite is well situated to deliver on this project,” he said. “Strategic partnerships have assisted us in correlating with the client’s objectives.

The new wastewater plant improves Southern Nevada’s overall water plan, where 99% of residential water use is recycled. By expanding wastewater treatment and recycling capacity, the project saves water resources and reduces pressure on the Colorado River through return-flow credits—a system where treated water that is being returned to Lake Mead is subtracted from the region’s water use allowance.
