The Development Control Committee at Harlow Council decided to grant planning permission subject to a Section 106 agreement for a major development in Harlow’s center. Strawberry Star’s Harlow Quarter scheme will create 741 new apartments as well as flexible ground-floor commercial space. This will attract new cafés and restaurants to this up-and-coming area of Essex New Town.

The latest scheme approves 578 apartments in a series of buildings, which include two landmark towers. This is following Strawberry Star’s earlier application for 163 new homes on part of the same site. The recent application’s success will ensure the most effective design for the area.

The application came after extensive consultations with both Harlow Council and Essex County Council. This means that the underutilized part of Harlow’s town center is set for major renewal. Thus, the car-free housing development will bring new life to the center of the town.

Strawberry Star’s Harlow Quarter scheme to change and revitalize an underutilized part of the town center

The 741 Strawberry Star’s Harlow Quarter scheme will range from studios to three-bedroom family homes. Furthermore, it will have around 3,000 sq m of flexible commercial space and 6,250 sq m of the improved public realm.

The development prioritizes quality of life, with the vast majority of apartments featuring dual-aspect views. It will also include a balcony or terrace, and access to private roof gardens and courtyards. With the town station and the 160-acre Harlow Town Park, with its gardens, meadows, outdoor gym, paddling pool, and café, just a 15-minute stroll away, new walking and cycling routes will be created, making car-free living more convenient.

The Strawberry Star’s Harlow Quarter scheme was designed by award-winning architect Flanagan Lawrence, and the latest implementation includes full details for the two taller blocks as well as outline details for the rest of the plan. “The proposals would significantly change and revitalize an underutilized and somewhat ‘run-down’ part of the town center,” said planning officers.
