Los Angeles World Airports (LAWA) has reached a major milestone in its ongoing Airfield and Terminal Modernization Program (ATMP) with the award of a $323 million construction contract to a joint venture between Skanska and Flatiron. Skanska’s share of the contract amounts to $178 million (55%), officially launching the next stage of work to modernize and reconfigure the roadway network serving Los Angeles International Airport (LAX).
The new contract, announced on 9/29/2025, covers critical components of the ATMP Roadway Improvements project, including bridge substructure construction, demolition of existing infrastructure, utility relocations, and storm drainage system installation. Construction activities under this contract are now underway and are scheduled for completion in the fourth quarter of 2026, according to the contractor.
Overhauling LAX’s Landside Access
The ATMP Roadway Improvements are a key element of LAWA’s multibillion-dollar modernization effort, designed to ease traffic congestion, improve terminal access, and enhance the passenger experience at one of the world’s busiest airports.
The project will reconfigure approximately 4.4 miles of roadway in and around the Central Terminal Area (CTA). Adding new elevated ingress and egress lanes, improved traffic signals, and enhanced signage and pedestrian connections. A major goal is to separate airport traffic from local traffic, reduce congestion on Sepulveda Boulevard, and streamline access for travelers, ground transportation, and airport services.
Confirmed Project Milestones
October 7, 2021 – LAWA Board certifies the Final Environmental Impact Report (FEIR) and approves the ATMP.
December 2024 – Addendum to the FEIR released, reflecting design refinements.
August 2025 – Early works and foundation construction phase begins.
September 29, 2025 – $323 million construction contract awarded to Skanska–Flatiron JV, marking the start of major construction.
What’s Next
With this contract in place, LAWA is moving closer to delivering a roadway system that meets the needs of future airport operations. According to LAWA project documents, ingress roadway improvements are anticipated to be completed by May 2028. While final project completion is targeted for around 2030.
This ATMP Roadway Improvements project joins a wave of modernization underway at major California airports, with San Diego International Airport recently opening the first phase of its New Terminal 1 on September 23, 2025. A milestone that delivered 19 new gates, a three-lane entrance roadway, and a host of upgraded passenger amenities. Work on Phase 1B of the project is now underway, continuing the transformation with additional gates, expanded facilities, and enhanced passenger services scheduled to come online in the next construction stages.
Adding to the wave of investment, construction has also begun on the $2.6 billion expansion and modernization of the Los Angeles Convention Center. The project, one of the city’s largest civic undertakings in decades. The project will connect existing halls with new exhibition space and add a rooftop ballroom, further reshaping downtown Los Angeles as a global destination.
Additionally, Skanska is continuing to strengthen its position as a leading U.S. project development and construction firm. They have added the $450 million CSX’s Howard Street Tunnel modernization project to its portfolio, completing the work nearly two years ahead of schedule through its joint venture with Fay.
