US$1.1 Billion NMDC Subsea Gas Pipeline Contract for Tung-Hsiao Power Plant 2nd Stage Renewal Project

Updated on Sept 6, 2025 – A US$1.1 billion subsea gas pipelines contract was awarded to NMDC Energy by Taipower for the Tung-Hsiao Power Plant 2nd Stage Renewal Project on January 9, 2025. The contract features the installation of 111 kilometres of subsea gas pipelines, onshore engineering, construction, dredging work for the Tung-Hsiao Power Plant in Taiwan.

The power plant’s owner and operator also added CTCI & Mitsubishi Power to the renewal project on Sept 5, 2025 for a contract worth US$5.2 billion. The duo will deliver and install five hydrogen-compatible and air-cooled Gas Turbine Combined Cycle (GTCC) units totaling to 2,800 MW at Taipower’s Tung-Hsiao Power Plant.

Details on NMDC’s Contract

Reported on January 9, 2025 – The construction process includes the installation of 111 kilometers of a linear subsea pipeline from Taichung and Tung Hsiao on Taiwan’s west coast. This will cover depths of up to 55 meters. Additionally, extensive work done on dredging operations will fill a volume of nearly 6 million cubic meters.

NMDC’s Dredging and Marine department was awarded the contract because of their notable skills in engineering, procurement and construction which were highlighted in the official statement. The company also made clear of its view on Taiwan as a strategic market with great untapped potential.

Taiwan has an objective of transitioning to greener energy and has clearly applied itself to achieve this through projects such as the Tung-Hsiao Power Plant. The second-stage renewal plays a key role in this goal through the delivery of natural gas with an annual capacity of around 2.3 million tonnes. This is crucial to meet the growing demand for power and also enhances the country’s energy security.

At the moment, the active capacity of the Taipower owned and operated project commissioned in 1983 stands at 3.8 GW. GE Power (now GE Vernova) was also involved in the first phase on the project where they supplied OEM gas turbines that continue to provide power for the plant.

Sustainability at the Tung Hsiao Gas-Fired Power Plant

CEO of NMDC Group, Eng. Yasser Zaghloul also emphasized on their commitment to sustainability following the contract award. “Our work in Taiwan is not merely about infrastructure; it represents a commitment to creating sustainable pathways for energy resilience in a region of strategic importance.”, Yasser said.

NMDC’s work, together with the other contractors on the second-stage renewal of the project will be fully realized in 2030 through 2031 when the project plans commissioning.
