The first phase of the Publix Grocery store and open-air plaza in Westlake is on the way and includes a 50,000 sf liquor store surrounded by eight retail bays, which is situated towards the west of Seminole-Pratt Whitney Road between Town Center Parkway and Persimmon Boulevard. For the second phase, an additional 70,000 square feet of retail space is expected to be developed on the property.
Lakeland-based grocer Publix the developers, recently purchased a 20-acre site at $9.1 million, from Minto Communities in Westlake. Publix was also granted the city’s approval to begin development of a 140,000 sf open-air plaza.

The VP at Minto, John Carter, spoke on the significance of introducing the first Publix Grocery store and open-air plaza in Westlake, to serve the fast growing population. He explained that residents would soon begin to enjoy the convenience of shopping for their essentials right around the corner from their homes.
Carter said, “You know you’ve arrived when Publix comes to town, and we couldn’t be any happier.”
Carter pointed also pointed out that this transaction has signaled the start of a “retail rush” in the 3,800-acre Westlake which has been approved for 4,500 homes and over 2-million square-feet of non-residential development.
The Shoppes of Westlake Landings
In addition, other developments other than the Publix Grocery store and open-air plaza will also take place on Westlake Landings, which is a 50-acre business park built by Minto, and located adjacent to the new Publix store. Seven acres of this space is to be acquired by Konover South and will be named The Shoppes of Westlake Landings.
The Shoppes is intended for building a pod of quick-service restaurants and two multi-tenant, open-air shopping centers, with one of the shopping centers occupying 7,000 square feet and the other 9,450 square feet. The location of this site will be adjacent to a 7-11 convenience store and gas station currently under construction within the business park.
According to Cater, the mixed use business park was created to cater for commercial development activities in Westlake, and it also ensures the selection and application of suitable businesses to serve the needs of residents.
