Oregon Housing and Community Services (OHCS) has announced plans to build nearly 1,200 affordable homes across the state, supported by a $291 million investment. The effort brings together local housing entities and nonprofits to deliver 12 major housing projects in seven cities. This coordinated effort will rank as one of the largest affordable housing projects in the country.

The new developments are designed to serve some of Oregon’s most vulnerable residents, including low-income families, veterans, seniors, agricultural workers, and individuals exiting homelessness.

Funding for the projects comes from a mix of sources, including low-income housing tax credits, conduit bonds, and state-backed initiatives such as the Permanent Supportive Housing program—which expands long-term affordable options—and the Local Innovation and Fast Track (LIFT) program, designed to accelerate affordable rental and homeownership opportunities.

According to OHCS Executive Director Andrea Bell, streamlining the state’s housing application process has allowed nearly all LIFT funds from the 2025 Legislature to be committed within months. “This is what responsive government looks like—turning legislative intent into homes for Oregonians,” Bell said, noting that the projects address housing needs in rural, Tribal, and urban communities alike.

The 12 Affordable Housing Projects in Oregon

  • Dallas: 34 units at Quarterdeck Apartments (Polk Community Development Corporation)

  • Grants Pass: 116 units at Allenwood Apartments (Oregon Human Development Corporation, NeighborWorks Umpqua)

  • The Dalles: 76 units at Chenowith Affordable Housing (Northwest Housing Alternatives, Columbia Cascade Housing Corporation)

  • Salem:

    • 120 units at Compass Points (Catholic Community Services)

    • 15 units at Cottages United (United Way of the Mid-Willamette Valley)

    • 60 units at Gussie Belle II (Green Light Development, Seed of Faith Ministries, Mid-Willamette Valley Community Action Agency)

    • 183 units at Joseph Street Apartments (Neighborly Communities LLC, Community Resource Trust)

  • Tigard: 74 units at Bull Mountain Apartments (Home First Development)

  • Beaverton: 104 units at Meadowlark Place (Community Partners for Affordable Housing)

  • Portland:

    • 150 units at Barbur Apartments (Innovative Housing, Inc.)

    • 96 units at Jamii Court (Community Partners for Affordable Housing)

    • 143 units at Flatworks Building (SDP-ODP Management LLC)

Once completed, these 12 projects will deliver much-needed housing across Oregon, marking one of the state’s most significant coordinated pushes to address its housing crisis.
