The decision, issued by the Regional Directorate for Environmental Protection in Gdańsk (RDOŚ), allows the developer to move forward with early infrastructure works, including submarine cable routes and offshore support structures necessary for the upcoming wind farm.

Reported October 15, 2025 — The Baltic East project previously cleared a key regulatory hurdle when Orlen Neptun obtained offshore transmission permits for the subsea cables and offshore substation that will eventually feed power into the national grid. This progress signals that one of Europe’s largest future offshore wind farms is moving toward detailed engineering, financing, and pre-construction planning phases.

Strategic Location in Poland’s Growing Offshore Market

Baltic East is located on the Słupsk Bank in the Baltic Sea and is being developed solely by Orlen Neptun, a subsidiary of the ORLEN Group. The project is independent of the 1.2 GW Baltic Power venture—Orlen’s separate joint project developed with Canada’s Northland Power.

The region is also emerging as a hotspot for offshore development, with other major ventures including Ocean Winds’ BC-Wind project, which is scheduled to begin onshore construction in 2026 and reach completion by 2028.
