The Prosper Planning and Zoning Commission unanimously recommended denial of the $580 million Project Tomahawk data center on 1 September. The 7-0 vote is a significant blow to developer White Rose Partners’ plan for a 225,000-square-foot project. Project Tomahawk data center is located within 37.3 acres close to FM 1385 and Parvin Road. Meanwhile, residents and officials spoke for more than an hour in opposition to rezoning the agricultural land for planned development.

The public hearing was attended by Prosper Mayor David Bristol who spoke against the Project Tomahawk data center as a private citizen. In particular, Bristol called for a denial because there were no local or state guidelines for data centers. More than 400 written comments were taken in from town staff before the meeting that were against the proposal. So, commissioners did not agree that the project was consistent with Prosper’s long-term strategic vision.

Texas is seeing a huge growth in data centers with projects such as the Lancium Clean Campus making headway. The Lancium Clean Campus is a 1.2-gigawatt clean-energy-powered AI and cloud-compute data center campus being developed in Abilene, Texas. It is the inaugural site of the Stargate initiative — a U.S.-based hyperscale AI infrastructure network backed by major players including OpenAI, SoftBank, and Oracle. The facility is designed to support massive cloud and AI workloads via purpose-built substations and power-delivery systems.

Project Tomahawk Data Center Details Fail to Satisfy Commission Concerns

White Rose Partners selected the location due to an adjacent Brazos Electric Power Cooperative substation. In addition, the developer estimated that the Project Tomahawk data center would bring 20-50 permanent jobs to the area. This was a single 40-foot building design, with a closed loop cooling system to reduce the amount of water used by the municipality. Furthermore, developers estimated that they would create $2.5 million in annual sales and franchise tax revenue for Prosper. But commissioners raised concerns about unaudited noise, power and tenant involvement issues. Specific tenant needs could affect square footage and power ratings, White Rose Partners noted. Furthermore, HVAC system noise and backup generators caused continuous debate when testifying.

Bipartisan Opposition Mobilizes Over 1,600 Petition Signatures

Prosper Residents for Responsible Land Use mobilized broad bipartisan opposition against the Project Tomahawk data center. In particular, more than 1,600 votes to oppose the measure were gathered by precinct chairmen of both parties on their anti website. Primary resident concerns focused on property values, noise, impact to the power grid and transparency. Further, Texas Governor Greg Abbott recently suspended new data center power grid approvals until the state can evaluate. During the 2027 legislative session, state lawmakers intend to adopt more stringent regulations on data centers.
