The competition for a downstate New York casino license intensified this week after Resorts World New York City (RWNYC) submitted an increased $7.5 billion proposal for its Queens facility. This move came shortly after competitor MGM Resorts unexpectedly withdrew its bid. RWNYC’s updated plan, which represents a $2 billion increase over its previous proposal, includes a proposed $750 million for workforce housing. With this investment and claims of a faster development timeline, RWNYC appears to be in a stronger position.

The submission, made on October 15, outlines significant upgrades to the existing “racino” at Aqueduct Racetrack. If a full commercial license is granted, RWNYC’s plans would result in one of the largest integrated resorts in the U.S., featuring an expanded casino floor, nearly 2,000 hotel rooms, a 7,000-seat entertainment venue, numerous dining and nightlife options, and over 12 acres of public green space. RWNYC estimates the project will create over 100,000 jobs and generate billions in tax revenue, including funding for the MTA.

“This isn’t just a bid—it’s a commitment fulfilled to the people of New York,” said Robert DeSalvio, President of Genting Americas East. “No other project will launch as quickly, deliver greater economic benefits, create more jobs, or contribute more to the state’s education fund, the MTA, and local communities than Resorts World New York City.”

“Resorts World is poised to transform Queens into a global destination—one that every New Yorker deserves,” said Queens Borough President Donovan Richards. “The jobs, economic opportunities, and amenities outlined in this proposal will uplift families for generations, and do so faster and on a larger scale than any other project.”

MGM’s exit strengthens RWNYC’s position

MGM’s withdrawal on October 14 was a surprise to many. The company stated that a change in “competitive and economic assumptions” made its expansion plans for the Empire City Casino in Yonkers unviable under the state’s terms. Reports suggest MGM had anticipated a 30-year license but learned it would likely only receive a 15-year term, impacting its financial projections.

Gaming industry analyst John Smith noted that MGM’s departure benefits the remaining bidders, transforming the market.

Potential challenges and community concerns

Although Resorts World Queens casino bid received unanimous approval from the local Community Advisory Committee (CAC) in September, some concerns remain. These include potential increases in traffic, particularly around Aqueduct and JFK airport, and the broader social and economic effects on the community.

However, Queens Borough President Donovan Richards supports the project, highlighting its potential economic advantages and job creation.

Following MGM’s exit, RWNYC’s main competitors for the three available downstate licenses include:

A proposal near Citi Field by New York Mets owner Steve Cohen and Hard Rock International. This $8 billion project faces the challenge of being located on parkland, despite receiving local CAC approval.

Bally’s $4 billion casino project at Ferry Point Park in the Bronx, which has received local CAC approval and is actively seeking a license.

The State Gaming Facility Location Board is expected to decide by December 1, with licenses issued by December 31. The final phase of the selection process is anticipated to be highly competitive.
