Chinese multinational company Envision Energy has signed turbine supply agreements with Vietnam’s REE Group for two nearshore wind projects in Vinh Long Province, Vietnam creating what will be Southeast Asia’s largest single-turbine wind cluster. The projects – V1-3 Phase II at 48 MW and V1-5&6 Phase II at 80 MW – represent 128 MW of installed capacity and will deploy sixteen EN-226/8.X MW wind turbines.

Vietnam Wind Policy and What the Markets Say
The Vietnam wind market has seen rapid growth in the recent years.
First off, the government’s Power Development Plan VIII (PDP VIII) has prioritized renewables and clean energy, including nearshore and offshore wind. This has managed to make easier regulatory pathways and approvals for projects like the Vinh Long cluster.
Additionally, a recent energy decree (No. 58/2025) also introduced incentives. These include the maritime area use fee exemptions and electricity purchase commitment – all designed to grow offshore wind investment by 2031.
Vietnam’s technical wind potential is also vast. Studies and findings presented by the Vietnam Meteorological and Hydrological Administration (VNMHA) under the Ministry of Agriculture and Environment highlight this fact. VNMHA estimates more than 1 GW potential for nearshore development, and over 1,000 GW in offshore installations.
Furthermore, parallel wind projects are also emerging, with onshore and nearshore developments, including the 30 MW Sunpro Wind Farm in Vĩnh Long’s Mekong Delta. Sunpro recently entered commercial operation and is now contributing to the provincial grid. The Vinh Long nearshore wind cluster also adds to Vietnam’s offshore portfolio which features projects like Ca Mau 1 – the largest in size in the country, and the 500 MW Ba Ria-Vung Tau wind project expecting commercial operation in 2029.
