“Project Helix” in Texas refer is a massive $6 billion clean fuels initiative by HIF Global in Matagorda County, which has continued to advance as part of the state’s broader energy-transition push. Originally recruited under the codename “Project Helix,” the facility is designed to produce carbon-neutral synthetic gasoline (eFuels) using captured CO₂ and green hydrogen powered by renewable energy. The project is expected to produce roughly 200 million gallons annually and create thousands of construction jobs, positioning it as one of the largest decarbonization investments in Texas. While most of the foundational engineering and planning work was initiated earlier, the project remains relevant in 2026 within a rapidly evolving energy landscape, where rising electricity demand. This is especially from data centers and industrial growth which is accelerating investment in large-scale renewable and low-carbon infrastructure across Texas.

This broader surge in clean energy development directly links large flagship projects like Project Helix to utility-scale solar installations such as the 140 MW Iron Spur Solar Project in West Texas. While Project Helix focuses on fuel production using renewable inputs, projects like Iron Spur supply the actual solar generation capacity that underpins such systems. In practical terms, solar farms in West Texas, known for high irradiance and available land, help feed the renewable electricity required for green hydrogen production, which is a core input for Helix-type eFuel facilities. Together, they illustrate a complementary ecosystem: solar projects provide clean power, while mega-projects like Helix convert that power into transportable, low-carbon fuels, reinforcing Texas’s emerging role as a global hub for integrated renewable energy and synthetic fuel production.

HIF Global, an eFuel company engaged in the production of carbon-neutral fuels has announced plans for the development of Project Helix, a US$ 6bn renewable fuel plant on a 540-acre site in Matagorda County, Houston, a large metropolis in Texas. 

HIF made the announcement for the facility, which will be the first of its kind in the region to recycle carbon dioxide into transportation fuels, together with the Texas Governor Greg Abbott, the Matagorda County Economic Development Corporation, and other community partners as well.

Expectations for the Project Helix

Project Helix, the implementation of which is set to commence in 2023 is expected to create approximately 3,000 direct jobs during its construction. Upon completion, the facility will create over  125 permanent positions, and produce 200 million gallons of renewable fuel per year, which will serve as a carbon-neutral gasoline substitute and decarbonize over 400,000 vehicles in the U.S.

According to the developers, the carbon-neutral gasoline substitute which will be produced from the Project Helix renewable fuel plant, can be used in vehicles without needing modification to existing engines, and this renewable fuel will be produced through the combination of CO2 from the atmosphere and hydrogen from 100% renewable wind power.

Executive Director Meg Gentle explained that this technology wasn’t actually new and had been applied previously in smaller applications, but this was the first time it was being combined to make fuel. She said the green hydrogen would be created through a process called electrolysis and the hydrogen produced will be mixed with CO2 captured by a nearby industrial plant, thereby reducing the emissions into the atmosphere.
