The horizon along the Ohio River has been permanently transformed. As of late April 2026, Nucor Corporation’s massive $4 billion sheet mill in Mason County has reached approximately 85% completion. The project, hailed as the largest private investment in West Virginia’s history, is transitioning from a colossal construction site into a functional industrial powerhouse.

The project was first announced in January 2022 with an initial investment estimate of $2.7 billion. However, due to scope adjustments and the inflationary environment affecting construction and labor, the price tag has since grown to approximately $4 billion. This increased investment underscores Nucor’s commitment to building one of the most advanced and sustainable sheet mills in the world.

Commissioning Underway

Nucor executives confirmed in a recent first-quarter earnings call that the facility has officially entered the commissioning phase. This critical period involves testing and verifying the complex machinery that will eventually produce up to 3 million tons of high-quality sheet steel annually.

  • Pickle Line First: The commissioning sequence begins with the pickle line, followed by the cold mill and automotive galvanizing lines.
  • Heat in the Melt Shop: By the end of 2026, the team expects to have completed testing on the Electric Arc Furnaces (EAF) and the hot mill, setting the stage for full-scale production.

Strategic Economic Impact

The mill’s location in Apple Grove is a calculated move to penetrate the high-demand Midwest and Northeast markets, where Nucor has historically been underweighted.

  • Infrastructure Support: In late April 2026, the U.S. Maritime Administration awarded a $23 million grant to the WV Department of Transportation to build an all-weather barge handling dock at the site. This dock will eventually handle up to 48 barges, allowing for massive scale-up in raw material intake and finished product shipping via the Ohio River.
  • Powering the Giant: Appalachian Power is nearing completion on a dedicated substation and 345-kilovolt transmission lines to meet the enormous electricity demands of the mill’s arc furnaces.

A Growing Workforce

While construction supported over 2,000 craft professionals, the focus is now shifting toward permanent operations.

The Road to 2027

While construction will wrap up by the end of 2026, the “ramp-up” phase will be a deliberate process.

  • Full Capacity: Nucor targets roughly 50% capacity utilization by the end of 2027, with the goal of reaching full operational maturity by 2028.

By utilizing recycled scrap and efficient EAF technology, the Apple Grove mill is positioned to provide some of the cleanest and most advanced sheet steel in North America, specifically targeting the automotive, appliance, and consumer durable sectors.

While Nucor Steel West Virginia scales up in the Northeast, the industry is seeing similar historic shifts in the South. U.S. Steel recently announced a $1.9 billion investment to build the first facility of its kind in the United States—a direct reduced iron (DRI) plant at Big River Steel Works in Osceola, Arkansas. Much like the Apple Grove project, this initiative highlights a national move toward vertically integrated, lower-carbon steelmaking, positioning both companies to lead the next generation of American manufacturing.
