Philip Morris International Inc. is drastically expanding its U.S. manufacturing footprint for nicotine pouches, committing $1.2 billion to its Aurora, Colorado plant by 2028. This updated figure effectively doubles the $600 million investment initially pledged in 2024, driven by surging consumer demand for smoke-free alternatives. Located near Denver, the newly operational facility will serve as a hub for scaling up the production of the company’s flagship Zyn nicotine pouches. This facility alongside others such as the Red Bull Beverage Complex in Concord, North Carolina, will reinstate the US as a leading global industrial hub.

This aggressive manufacturing expansion arrives as rivalry escalates across the nicotine pouch landscape, with competitors like British American Tobacco Plc pushing products such as Velo Plus to capture market share. Zyn remains a central pillar in Philip Morris’ long-term strategy to pivot away from traditional combustible cigarettes. However, despite maintaining its position as the market leader, the brand faces growing pressure from an influx of new market entrants.

The project will provide 1,000 indirect local jobs supported during operations.

The boosted output from the Colorado facility will primarily drive the roll-out of Zyn Ultra, a fresh iteration launched in the U.S. in June. Featuring a softer pouch material and elevated nicotine concentrations, Zyn Ultra was tailored to address shifting user preferences. It represents the brand’s first major product upgrade in ten years, following a prolonged period during which Philip Morris held back new releases while navigating U.S. Food and Drug Administration authorization.

In addition to serving domestic consumers, the Aurora manufacturing hub is designed to supply global markets. The facility will produce and export Zyn products to customers throughout Latin America, Asia, and the Caribbean, underpinning the company’s overall international growth strategy.
