The construction of the $1.7bn Bally’s Chicago Hotel and Casino development is experiencing a major setback due to an escalating political dispute over video gambling. The 34-story hotel, concert venue and restaurant sections of the huge entertainment complex are now officially on hold. The developer and city officials are in a rush to figure out what to do next. The recent halt in construction was a wake-up call to the Chicago City Council about a perceived violation of the City’s exclusivity obligations.
The proposed project site is in the River West Community. Not only that, it’s designed as a first-class, urban casino with 500 hotel rooms, and Chicago’s only permanent casino. Bally’s Corporation first revealed concerns months ago that green-lighting video gaming would kneecap the primary facility.
The developer recently notified contractors that it is slowing down construction work, affecting numerous of the 1,500 union tradespeople in the project. The strategic halt also is an attempt to get the City Council into deeper talks with the Mayor’s Office to resolve the contentious issue of gambling expansion. Casino projects are advancing across the U.S such as the $8.1bn Metropolitan Park Casino in New York.
The proposal, led by Hard Rock International and New York Mets owner Steve Cohen, will transform roughly 50 acres of existing asphalt parking lots into a large-scale sports and entertainment district. The project is expected to reshape the Willets Point area and anchor year-round activity beyond baseball season.

The Bally’s Chicago Hotel and Casino project has been beset by too many video gambling machines in bars and restaurants. This comes after statements from Bally’s regarding the recent vote by Bally’s City Council that went against Mayor Brandon Johnson’s bitter opposition.
After the construction stopped, the development team is going to take a close look at its options, which may involve renegotiating the current Host Community Agreement and risk losing $4 million in annual payments to the city. The Illinois Gaming Board will also hold a meeting on Aug. 20 that could result in additional state licenses for the 294 pending applications.
The giant construction is reeling from a major setback as the City Council has given the go-ahead to the competing terminals, hoping they will help staunch declining tax revenues, but so far it hasn’t generated the revenue of an expected $6.8 million for 2026.
This is not something we are taken lightly about due to the possible impact on many of the 1,500 tradespeople in the union from Bally’s,” a Bally’s spokesperson added. As the re-election date nears for all 50 of the aldermen in February, the debate has been pushed forward and it is official the larger plan for the casino complex is now far from certain.
