Five years after Guangdong’s Shunde District launched its ambitious plan to develop 10 ultra-large modern thematic industrial parks across the Guangdong-Hong Kong-Macao Greater Bay Area, the initiative has largely evolved from a land-consolidation and industrial-upgrading program into a key pillar of Guangdong’s advanced manufacturing strategy.

The parks focus on sectors including AI, semiconductors, robotics, biomedical technology, electronic communications, smart homes, and new materials. They have also benefited from the province’s broader push toward high-quality industrial development under the 15th Five-Year Plan (2026–2030).

Recent provincial planning documents indicate that Guangdong is prioritizing the expansion of advanced manufacturing clusters and digital economy infrastructure. AI innovation ecosystems and next-generation industrial supply chains also feature in the plan. Furthermore, they all align directly with the original objectives of the Shunde industrial park program. Several of the parks, particularly those centered on AI, robotics, and intelligent manufacturing, are now positioned to benefit from China’s accelerating investment in semiconductor packaging, industrial automation, and AI computing infrastructure. This is as the country continues to secure its domestic semiconductor supply chain with high-profile project such as the $1.1 billion JCET chip packaging and testing plant in Shanghai.

Project Background

The initiative was announced by the People’s Government of Shunde District in 2020. The project envisioned the development of ten large-scale industrial parks covering more than 2,133 hectares under a “one town, one thematic industry” plan. Government support included approximately CNY 4 billion (about US$566 million at the time) for infrastructure and industrial development.

10 ultra-large modern industrial parks to be built in Guangdong, China

Reported June 13, 2020 – 10 ultra-large modern industrial parks are set to be built in Guangdong, China. This is after Shunde, a district of Foshan city in China’s Guangdong province, unveiled plans to build the thematic industrial parks.

The parks are planned to be built in the Guangdong-Hong Kong-Macao Greater Bay Area, in the next three years, with funds support of US $565.9m. They will cover a total area of more than 2,133.33ha and will be developed under “one town with one thematic industry” policy.

What will the 10 high-tech industrial parks in Guangdong, China feature

The industrial parks include Shunde (Daliang) Electronic Information Industrial Park, (Ronggui) Artificial Intelligence (AI) & Chip Industrial Park and (Lunjiao) Intelligent Equipment Smart Home Industrial Park. As well as (Leliu) Smart Home Industrial Park and (Chencun) Intelligent Equipment Industrial Park.

It also includes (Beijiao) Robot Town Industrial Park (Phase I), (Lecong) Biomedical Industrial Park and (Longjiang) Digital Equipment Park. As well as (Xingtan) New Material & Smart Home Industrial Park and (Jun’an) Electronic Communication Equipment Industrial Park.

Shunde has been taking the lead in building Guangdong provincial pilot area of systematic and institutional reform and innovation for high-quality development in full swing, and achieved phased results. It is now sparing no effort in planning to build the provincial pilot area with new development philosophy in the new era.

As part of the development plan, Shunde has launched a package of supporting policies covering the entire process of project implementation. The district is planning to grant a maximum of 30% subsidy for fixed-asset investment for most important investment projects in the modern industrial parks.
