Construction is complete on ClearView, a 363 unit apartment community at the $1 billion Echelon City Center in St. Petersburg, Florida, its developers announced on October 21. The 14 story building adds ground floor retail and townhomes to the 20.5 acre master planned development in Carillon Office Park.
Echelon, a St. Petersburg based developer, partnered with Third Lake Partners on the project, which welcomed its first residents earlier this year, according to the completion announcement. KAST Construction served as general contractor and ARC3 Architecture designed the building, with Interior Design Group handling interiors and ZRS Management operating the property. Third Lake, a Tampa based investment advisory firm, says it has invested in more than $7 billion of real estate across more than 20 US markets. KAST began sitework on ClearView in March 2024, about 31 months before the completion announcement.
The same contractor is building the Forté Luxe waterfront community in Jupiter, Florida, which closed a $60 million construction loan with Kriss Capital in July 2025. Completion was targeted for summer 2026 at that time, but the developer now expects the project to finish by the end of 2026. Residence 13, listed near $8 million, went under contract in early October.
Echelon City Center ClearView Tower Adds 363 Apartments and Garage Townhomes
ClearView rises 14 stories above grade at 101 Main Street North on a site of about 1.7 acres. The building offers one, two and three bedroom apartments ranging from 725 to 2,263 square feet, along with three bedroom townhomes with private garages that top out around 2,260 square feet.
The ground floor holds roughly 20,500 square feet of retail and restaurant space, up from about 17,000 square feet in earlier plans, and a five level parking garage serves the building. Amenities include a resort style pool, a clubhouse with a golf simulator, coworking space, indoor and outdoor fitness areas, a library and a dog spa.
Listed rents range from $2,615 to $7,585 a month, according to Apartments.com. Residents can walk to a Publix supermarket, restaurants, coffee shops and entertainment venues already operating in the district.
Echelon City Center Master Plan Targets Up to 2,300 Residences
Echelon City Center covers 20.5 acres in the Gateway area, about 15 minutes from downtown St. Petersburg and 20 minutes from downtown Tampa. At full buildout, the plan calls for up to 2,300 multifamily units, 150,000 square feet of retail space, 20,000 square feet of office space and a hotel.
Four apartment communities are now open in the district. Axio at Carillon has 298 units and WaterView has 226, and both opened in 2021, while Park & Main added 176 units in a 17 story tower that KAST also built. With ClearView, those communities total about 1,060 units, or roughly 46% of the residential capacity planned.
A 21 story hotel and apartment tower at Echelon City Center was expected to break ground in early 2026, according to earlier local reports, and no start has been confirmed in the sources reviewed.
Echelon and Third Lake Partners Advance Downtown St. Petersburg Projects
The two developers are working together on two projects in downtown St. Petersburg. One is the redevelopment of the former UPC office campus into a mixed use community, and the other is 3rd & 3rd, a high rise apartment development with ground floor retail that is expected to open in the first quarter of 2027.
The 3rd & 3rd tower topped out in April 2026 at 33 stories and 375 feet at 235 3rd Street South, with KAST as general contractor. Luke Thomas, managing partner and head of real estate at Third Lake, said ClearView’s location inside Echelon City Center was a central consideration in the investment.
The two firms also teamed up earlier on WaterView, the 15 story, 226 unit tower at Echelon City Center that sold in a deal reported at $100 million after it opened in 2021.
Echelon has also received approval for a 31 story twin tower development at 800 2nd Avenue South, which would deliver 824 market rate apartments, according to local reports.
