Clark Construction has been awarded a contract worth $524 million to construct the Cybersecurity and Infrastructure Security Agency’s (CISA) new headquarters at the St. Elizabeths campus in Southeast D.C.
The GSA disclosed on Monday that the total award amounts was $524 million including $115. 90 million from the Inflation Reduction Act which marks it as the largest funding for a singular project under the bill so far, as per the announcement made.
“The new headquarters highlights the government’s dedication to protecting the country’s cyber environment while respecting the significance of the St Elizabeth Campus and uplifting the local community” stated Elliot Doomes, from GSA Public Buildings Service in a press statement.
The upcoming CISA headquarters building is planned to encompass a total of 630,000 square feet. Homeland Security Secretary Alejandro Mayorkas stated that relocating the Cybersecurity and Infrastructure Security Agency to the St. Elizabeths Campus within the Department of Homeland Security will enhance cooperation, among departments and encourage united efforts to safeguard and strengthen our country’s critical infrastructure. “Due to the initiatives put forth by the Biden Harris Administrations Investing in America Agenda and with the support of our colleagues in Congress and the General Services Administration (GSA) we are moving closer to enhancing unity and efficiency, within the Department of Homeland Security (DHS).”

Clark Construction in the D.C region
Clark Construction holds the title of the largest general contractor in the D.C area and generated close to $3.3 billion in revenue within the metropolitan area last year according to reports from the Washington Business Journal. When will Clark Construction begin work on the new CISA headquarters at St. Elizabeths?
The construction of CISA’s headquarters is scheduled to start this autumn. ZGF Architects and Olin Studio have been the designers of St. Elizabeths West since 2009 according to a spokesperson, from GSA who informed Bisnow about the progress.
The $740 billion Inflation Reduction Act proposed by the Biden administration contains $3.4 billion earmarked for GSA funding with the goal of supporting the GSA in advancing the production and development of construction materials, with carbon emissions and enhancing sustainability and cost effectiveness in federal buildings as stated in the announcement.
