Cornwall Council has advanced the Mid Cornwall Metro rail project as a key regional transport upgrade aimed at improving passenger capacity, journey times, and connectivity across Cornwall’s main urban centres. The Mid Cornwall Metro construction project, now in active delivery phase in 2026, continues to reshape rail services between Newquay, Par, St Austell, Truro, and Falmouth through phased infrastructure upgrades and timetable enhancements.
The scheme is being delivered in partnership with Network Rail and Great Western Railway and is backed by UK government Levelling Up funding, positioning it as one of the most significant regional rail modernisation projects in South West England. Furthermore this development also aligns with broader UK infrastructure priorities, including major national programmes such as HS2 construction cost escalation, which has intensified focus on balanced investment between megaprojects and regional rail improvements.
Mid Cornwall Metro rail project delivers phased service upgrades and infrastructure works
The Mid Cornwall Metro rail project has already entered operational and construction milestones, with upgraded services now running on parts of the Newquay–Par corridor. From 2026, hourly train services have been introduced between Newquay and Par, significantly increasing frequency and capacity on the Atlantic Coast Line. Additionally, infrastructure works such as passing loops, signalling upgrades, and station improvements have already been completed to support higher service levels and future extensions across Cornwall’s rail network.
Moreover, the project is progressing in phases, with full through-services between Newquay and Falmouth expected to follow in the next delivery stage. This staged approach has allowed early passenger benefits while major engineering works continue across remaining sections of the route.
Mid Cornwall Metro rail project supports wider UK transport integration goals
The Mid Cornwall Metro rail project is designed to improve long-term regional mobility by linking key economic and education hubs across central Cornwall. It strengthens connectivity between coastal and inland communities while supporting sustainable transport objectives through increased rail frequency and reduced reliance on road travel.

Councillor Richard Williams-Pears, responsible for the Council’s transport portfolio, underscored the significance of this project as the next phase in advancing Cornwall’s transportation system. He remarked, “This initiative is pivotal in delivering enhancements to rail and active travel across Cornwall, both in the present and future, thereby improving the quality of life for our residents by revolutionizing transportation across the Duchy of Cornwall.”
Williams-Pears added, “The Council has already secured £50 million through a successful bid from the government’s Levelling Up Fund, recognising the vital role of this initiative in facilitating economic equality, sustainable growth, and investments in Mid Cornwall. Apart from its environmentally-friendly attributes and its potential to stimulate economic growth and local revitalization around the railway stations, I envision this as the outset of a transformative transportation era for Cornwall, marking the Mid Cornwall segment of the eventual Cornwall Metro.”
Cabinet members voted in favor of accepting a £50 million allocation from the Levelling Up Fund to contribute to the implementation of the £56.8 million Mid Cornwall Metro project. The Cornwall Council affirmed its responsibility as the “accountable body” for the project and expressed its commitment to prudent financial management throughout the initiative’s execution.
