Tung Hsiao Power Plant is 43.98% complete as Taiwan advances its NT$154.7 billion expansion program. Taiwan Power Company reported the same 43.98% planned and actual progress for April 2026. The project will add five gas-fired combined-cycle units with 2,833MW total net output. The latest schedule targets commercial operation between March 2030 and February 2031.

The project will use approximately 10 hectares within the existing Tung Hsiao plant site. This includes land released after the demolition of Units 4 and 5.

Meanwhile, the expansion also includes major subsea gas infrastructure. NMDC Energy is delivering a separate $1.136 billion contract covering 111 kilometers of subsea pipeline.

Tung Hsiao Power Plant expansion reaches 43.98% completion

Taiwan Power Company’s latest project update provides the clearest 2026 construction milestone. As of April 2026, actual progress matched planned progress at 43.98%.

The power-block works currently include demolition of underground structures for Units 4 and 5. Taipower’s project schedule sets different commercial operation dates for the five replacement units.

Units 4 and 5 are scheduled to begin commercial operation on March 31, 2030. Units 6 and 7 should follow on November 30, 2030.

Unit 8 has a planned commercial operation date of February 28, 2031. Therefore, the expansion will enter service progressively rather than through one commissioning event.

The Executive Yuan approved the project’s amended schedule on April 2, 2025. Taipower subsequently continued implementation under the revised program.

The five units will each provide 566.6MW under Taipower’s latest design. Together, they will deliver approximately 2,833MW of net output.

The units will use single-shaft combined-cycle configurations. Their design includes triple-pressure reheat heat recovery steam generators and air-cooled generators.

The gas turbines will operate indoors and use heavy-duty equipment designed for power generation. The project design specifies thermal efficiency of 61.51% on a lower-heating-value basis.

Tung Hsiao Power Plant adds major gas pipeline infrastructure

The expansion requires new gas transmission infrastructure alongside the generating units. NMDC Energy secured the subsea pipeline contract from Taipower in January 2025.

The $1.136 billion contract covers engineering, construction and installation of 111 kilometers of subsea gas pipelines. The pipelines will run between Taichung and Tung Hsiao along Taiwan’s west coast.

The pipeline route reaches depths between 10 and 55 meters. NMDC Energy will also execute shore approach works and dredging under the contract.

The associated dredging scope covers approximately six million cubic meters. NMDC Energy’s 2025 integrated report says the pipeline project was approaching its final delivery phase.

The company also reported that actual pipeline progress closely tracked planned targets. Its construction scope includes dredging, post-lay burial and horizontal directional drilling.

However, marine construction faces seasonal weather conditions and permitting requirements. NMDC Energy specifically identified Taiwan’s typhoon season as a project execution challenge.

The pipeline therefore forms a separate but essential infrastructure package for the wider power plant renewal. Its completion will support gas transmission to the expanded generating facilities.

Tung Hsiao Power Plant expansion prepares for 2031 completion

CTCI and Mitsubishi Power won the main EPC contract for the five new combined-cycle units. The NT$154.7 billion award remains CTCI’s largest contract.

Mitsubishi Power will supply the core gas turbine technology. The equipment package includes five M501JAC gas turbines and associated steam turbines.

Mitsubishi Generator also received an order for five turbine generators in October 2025. The generators will support the five new combined-cycle units.

The M501JAC turbines can support hydrogen and natural gas co-firing. CTCI says the technology can reduce carbon emissions by approximately 60% compared with coal-fired generation.

The expansion will replace older generation facilities while addressing rising electricity demand. CTCI identifies nearby Hsinchu and Taichung science parks among the major demand centers.

The current project therefore combines power generation construction with extensive subsea gas infrastructure. The 2026 progress figure provides a clearer picture of delivery than the original contract announcement.

The latest schedule points toward phased commissioning through early 2031. Consequently, the next major milestones will involve continued power-block construction, marine infrastructure delivery and preparation for unit commissioning.

The development also reflects growing investment in gas-fired power infrastructure across Asia. In Vietnam, AFRY is supporting the $2.7 billion Thai Binh LNG-to-power project as an international technical adviser.

Previous Partnership and Renewal for Tung Hsiao Power Plant Expansion

Building on their successful collaboration from 2013, which delivered three high-efficiency GTCC units featuring Mitsubishi’s M501J turbines that began operations between 2018 and 2020, CTCI and Mitsubishi are returning to scale up capacity.

This time, they are delivering M501JAC air-cooled turbines with a hybrid hydrogen-natural gas capability. The new additions will allow for up to 60%  reduction in carbon emissions compared to standard coal use. This openly highlights strategy to pave way for future hydrogen-fueled operations.
