Dorra gas field development has reached a major construction milestone with Técnicas Reunidas securing a $1.65 billion onshore contract. The Spanish engineering contractor will develop facilities supporting gas reception, processing, and export. The award advances the Saudi-Kuwait Neutral Zone project toward its next construction phase.

The contract covers the onshore facilities required to process production from the offshore Dorra field. It therefore creates a critical link between offshore production infrastructure and regional gas networks.

The development remains strategically important for Saudi Arabia and Kuwait. Both countries seek to commercialize Dorra’s substantial natural gas resources while strengthening domestic gas supplies.

Dorra Gas Field Development advances with  contract award

Técnicas Reunidas will execute the onshore package under an engineering, procurement, and construction arrangement. The scope includes facilities for receiving, treating, processing, and exporting natural gas.

The contractor emerged as the lowest bidder for Package 3 earlier this year. MEED reported that the package covers EPC works for an onshore gas processing plant at Khafji.

The latest award now moves the package beyond competitive tendering. Consequently, the project can progress toward detailed engineering, procurement, construction, and commissioning activities.

The Khafji facility will process gas transported from the offshore Dorra field. Its infrastructure will include gas processing and compression facilities alongside associated gathering systems.

The wider package also requires gas distribution stations, pipelines, valves, and safety infrastructure. Therefore, construction will involve both process facilities and extensive supporting infrastructure.

The project forms part of a four-package EPC program managed by Al-Khafji Joint Operations. Three packages cover offshore infrastructure, while Package 3 covers onshore facilities.

Dorra Gas Field Development links offshore production with regional infrastructure

The offshore program will provide the infrastructure needed to bring Dorra gas ashore. Package 1 covers seven offshore jackets and intra-field pipelines.

Larsen & Toubro Energy Hydrocarbon secured Package 1 for an estimated $140 million to $150 million.

Meanwhile, Saipem and Larsen & Toubro Energy Hydrocarbon emerged as lowest bidders for Packages 2A and 2B. Package 2A covers wellhead topsides, flowlines, and umbilicals.

Package 2B includes the central gathering platform, export pipelines, and associated cables.

Together, these packages establish the offshore production and transportation system. The $1.65 billion onshore contract will then provide the receiving and processing capacity.

That facility could process up to 632 million cubic feet of gas daily. It would also handle condensates arriving from the Dorra field through a dedicated pipeline.

However, regional developments have affected the wider Dorra program. The Kuwait-side processing project has faced delays linked to regional instability.

Dorra construction programme faces strategic and geopolitical considerations

The Dorra field lies within waters of the Saudi-Kuwait Neutral Zone. Iran disputes the ownership arrangements involving the field.

Saudi Arabia and Kuwait maintain their position regarding the field and continue advancing the development programme. The latest construction award demonstrates continued progress despite the broader dispute.

Al-Khafji Joint Operations oversees the development through its Saudi and Kuwaiti ownership structure. Saudi Aramco’s Aramco Gulf Operations Company and Kuwait Gulf Oil Company jointly operate KJO.

The project also carries wider regional significance because of its potential gas output. The development has been associated with plans to produce up to 1 billion cubic feet daily.

The construction program therefore extends beyond a single processing plant. It creates an integrated offshore and onshore system for moving gas from production wells into processing infrastructure.

With the latest award, Técnicas Reunidas now holds a central role in that infrastructure chain. Its package will provide the processing backbone required to convert offshore production into usable gas.

The Dorra development is also part of a wider surge in major Middle East energy construction. In a separate regional project, L&T Energy Hydrocarbon Offshore secured an ultra-mega offshore EPCIC contract worth more than $1.7 billion from ADNOC Offshore.
