Dubai Holding has awarded a multibillion-dirham contract to a Chinese state-backed company to build its new headquarters and a residential tower near Emirates Towers on Sheikh Zayed Road. The building will add on to the developing skyline of Dubai alongside others such as the Franck Muller Aeternitas Tower.
The global investment holding company, owned by Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum, selected China State Construction Engineering Corporation Middle East (CSCEC ME) for both projects. The contract is valued at AED5 billion ($1.4 billion).
Dubai Holding said in a statement the deal is the largest single contract it has awarded to date.
Designer and Timeline
Designed by Skidmore, Owings & Merrill (SOM), the US architecture firm behind Burj Khalifa, the headquarters is scheduled to open in 2029.
Jumeirah Residences Emirates Towers will feature 754 branded residences across two towers and will be handed over in 2030. Meraas, one of Dubai Holding’s development companies, is developing the project.

CSCEC ME has operated in the UAE since 2003 and has built more than 110 large-scale projects across the Gulf.
Dubai-based Azizi Developments said it was entering neighbouring Sharjah’s real estate market after more than three decades of operation.
Dubai Holding to Launch Azizi Florence
The developer will launch AED30 billion Azizi Florence, its first master-planned community in the emirate, on Thursday. It will include six residential clusters and nearly 11,000 homes.
The project’s location and construction timelines were not disclosed.
In August Dubai Land Department data showed the emirate completed 104 projects, up from 75 a year earlier.
The investment value of these projects totalled AED111 billion, up from AED73 billion in the first half of 2025.
The Data and Statistics Establishment said last month that Dubai’s population had grown to 4.73 million, higher than before the Iran war began in February.
Population is one of the main metrics the emirate’s real estate sector has leaned on to forecast demand.
