“The expansion here that we are showcasing today is not aspirational—it really is long overdue,” Stephens stated firmly, standing against the backdrop of active terminal construction. “Basically, once we build them, they will be full already, just automatically. It’s that number of people.”

The urgency of the project is underscored by the numbers. Eugene Airport served a staggering 1.8 million passengers in 2025, operating completely at or beyond its structural gate limits since September 2021. Airlines have faced tight constraints on adding flights, leaving local travelers frequently forced to make the two-hour drive north to Portland International Airport (PDX) to catch direct domestic flights.

A Tale of Two Phases: Upgrades and New Horizons

According to the airport’s official engineering schematics, the $450 million master plan is split into two aggressive, distinct phases designed to maintain active airport operations while construction moves forward:

  • Phase 1 (Active Construction): Already underway after breaking ground at the start of summer, this phase focuses entirely on expanding Concourse A. It will add 10,000 square feet of floor space to double the size of the main concourse area, offering expanded passenger seating, heavily upgraded restrooms, and localized interior modernizations. Simultaneously, the terminal is overhauling its core systems, deploying brand-new TSA screening equipment on a secondary floor, and introducing a centralized inline baggage handling system to fix standard screening bottlenecks.
  • Phase 2 (The Concourse C Horizon): The crown jewel of the initiative is the proposed construction of a brand-new Concourse C. This addition will build out eight new gates capable of accommodating much larger commercial aircraft. The added infrastructure will serve as the physical launchpad for the airport’s targeted nonstop routes to major hub cities across the United States. Phase 2 also addresses secondary critical limits, integrating expanded overnight aircraft parking zones and a dedicated “swing gate” with charter loading capabilities to efficiently process visiting collegiate athletic teams.

Powering an Economic Corridor

Because Eugene Airport acts as the definitive entry point for a vital five-county region across the southern Willamette Valley, regional and state leaders have aggressively rallied behind the expansion.

“It is important to Eugene, the capacity of this airport, but it’s really important to a much broader collection of communities that are served by this critical infrastructure,” said Eugene Mayor Kaarin Knudson during the facility tour.

The broader economic implications are massive. Economic forecasts show the completed layout will more than double airport-supported jobs, increasing permanent regional positions from 10,383 to 23,561. The project will also boost the airport’s annual economic impact from $1.6 billion to $3.6 billion, generate $2.1 billion in local business revenue, and increase state and local tax revenue to $99 million per year.

The presence of University of Oregon President Karl Scholz and Oregon State University President Jayathi Murthy at the unveiling underscored the airport’s role as a lifeline for academic, research, and athletic corridors in the region.

The Funding Battle Ahead

While Phase 1 funding of over $200 million is securely committed and active, Phase 2 hangs in the balance as regional planners look to secure federal and state support. The airport has launched an immediate $39 million environmental assessment and preliminary design cycle for Concourse C, with plans to formally present the comprehensive feasibility study to the Eugene City Council this coming fall.

U.S. Representative Val Hoyle and State Representative Nancy Nathanson have pledged to champion the expansion on Capitol Hill and in Salem to lock down the competitive federal infrastructure grants needed to fully realize the project.
