A new $750 million manufacturing facility in Hillsboro, Oregon, will expand U.S. production capacity for injectable medicines and advanced drug-delivery devices, with construction expected to create about 200 jobs before the project enters commercial operations in 2031.

The planned facility will occupy part of a 75-acre campus in Hillsboro and add device fill-finish capabilities to the existing manufacturing site. The investment will support production across Genentech and Roche’s future medicine portfolio.

Genentech announced the project on August 20, 2026.

The development will bring new end-to-end device filling capabilities to the Hillsboro campus, allowing the site to handle the final stages of manufacturing for injectable treatments delivered through devices such as pre-filled syringes and autoinjectors.

$750 million project expands Hillsboro manufacturing campus

The approximately $750 million investment will expand the existing Hillsboro facility and add a new manufacturing operation focused on drug-delivery devices.

The project is designed around flexible production rather than a single medicine or product line. The facility will support both high- and low-volume device filling across a broad range of products.

That flexibility will allow the manufacturing operation to adjust as demand changes and as new medicines move through Roche and Genentech’s pipeline.

For patients, the devices can provide alternatives to treatment in hospital settings by making some medicines easier to administer outside a healthcare facility.

The development also gives the Hillsboro campus a larger role in the U.S. pharmaceutical manufacturing chain by bringing device filling capabilities directly into the site.

Construction expected to create 200 jobs

The project is expected to create approximately 200 construction jobs during site development.

Once the facility reaches commercial operations, Genentech expects the expansion to create approximately 250 additional high-wage manufacturing positions.

Commercial operations are expected to begin in 2031.

The company has not disclosed the planned building size or a detailed construction schedule for the new facility.

Oregon project follows major North Carolina expansion

The Hillsboro development follows the recent topping out of another major Genentech manufacturing facility in Holly Springs, North Carolina.

That project is designed to support global production of the company’s future metabolic medicine portfolio, including next-generation obesity treatments.

The two projects target different parts of the pharmaceutical manufacturing process. The Holly Springs facility will support production of medicines, while the Hillsboro expansion will add device fill-finish capacity for injectable products.

The Oregon project therefore adds another major piece to Genentech’s expanding U.S. manufacturing network.

Hillsboro adds to growing U.S. injectable manufacturing capacity

The investment comes as pharmaceutical companies continue to expand U.S. manufacturing capacity for injectable medicines and delivery systems.

Another major project moving forward is Eli Lilly’s $3.5 billion pharmaceutical manufacturing campus in Upper Macungie, Pennsylvania, which will focus on the final assembly of injectable medicines including Zepbound.

Both projects illustrate the growing scale of investment in U.S. facilities designed to manufacture and assemble injectable treatments closer to their end markets.

Roche and Genentech currently have 13 manufacturing sites, 15 research and development locations and approximately 25,000 employees across 24 U.S. locations in eight states.

The Hillsboro facility will expand that footprint further, with commercial manufacturing targeted for 2031.
