Bharat Heavy Electronics Limited (BHEL) has issued a request for proposals for an engineering, procurement, and construction (EPC) package for the Henrietta solar plant project consisting of 8 MWAC, near Tamarind Falls, Mauritius. The deadline for proposals is December 28, 2021. On the same day, bids will be opened.

The scope of work comprises all AC and DC side operations of the solar project, saving the supply of solar photovoltaic modules and design, production, packing, supply, shipping, storage, installation, and commissioning of the 8 MW solar project. The winning bidder must offer operations and maintenance services until Mauritius’ Central Electricity Board takes over the project once reliability testing is completed.

Henrietta Solar Plant Project’s Tender Requirments

EPC or electrical balance of system suppliers and installation and commissioning contractors must be established bidders. They must have installed and commissioned solar projects with a total capacity of at least 10 MWAC and an individual capacity of 1 MWAC or higher in the previous five years, including electrical equipment packages, AC and DC balance of system, and related civil works. One solar plant should have a minimum capacity of 5 MW.

In the previous three financial years, bidders must have had an average yearly turnover of $250 million ($3.28 million). Suppose the winning bidder fails to commission the project on schedule. In that case, the bidder must pay liquidated damages of 0.5% of the entire contract value every day, up to a maximum of 10% of the contract value.

Bharat Heavy Electronics Limited announced the Henrietta solar plant project in March. This would be the company’s first complete contract for grid-connected solar systems outside the United States. The project was awarded to BHEL after a competitive bidding process. The project is supported by a line of credit from the Indian government. BHEL’s Solar Business Division will implement the projects in Bengaluru and its International Operations Division in New Delhi.

It issued a request for proposals in June 2021 to deliver and commission a solar compact station for the same project. Bharat Heavy Electronics Limited has also published an expression of interest for the supply of monocrystalline solar photovoltaic modules for an 8 MW solar project in Ebene, Mauritius, under the domestic content requirement category. Bharat Heavy Electronics Limited has issued EPC tenders for 288 MW of solar projects, according to Mercom’s India Solar Tender Tracker.
