The Ruya development project is North Oil Company’s expansion of Qatar’s Al Shaheen offshore oil field, aimed at boosting production by about 100,000 barrels a day. Since the 2022 FEED award, McDermott has won two EPCIC contracts worth a combined $4 billion covering nine wellhead platforms and a new central processing platform.
China’s COOEC Joins the Ruya Supply Chain
The central processing platform contract, won with Hyundai Heavy Industries, has since seen structural fabrication carried out at China Offshore Oil Engineering Company’s Qingdao yard. The same Qingdao base is now building the $4 billion Bul Hanine oilfield EPIC project for QatarEnergy, underscoring how much of Qatar’s offshore fabrication work now runs through a small number of Chinese shipyards.

Reported 8th June 2022: The Front-End Engineering Design (FEED) contract for the Ruya development project has been awarded to McDermott International, a global provider of engineering and construction solutions to the energy industry, by North Oil Company (NOC), a joint venture between Qatar Petroleum and Total.
The contract comprises the development of FEED studies and deliverables suitable for an engineering, procurement, construction, installation, and commissioning (EPCIC) project as well as the creation of technical output data (FEED data). McDermott will also provide an EPCIC schedule alongside cost estimates part of the contract.
Remarks on the contract award
The senior vice-President of McDermott, Tareq Kawash stated that the FEED contract is strategic in regard to the company’s offshore business in Qatar explaining that the project is also a game-changer for the company as it is one of the largest offshore FEED projects that it ever received in the Middle East.

Kawash also revealed that work for the project, previously referred to as Al-Shaheen Phase 3-Batch 1, will be led by their highly skilled Doha operating centre and it will be supported by their Chemical engineering office.
Aim for the Ruya development project
The Ruya development project, operated by North Oil CO Qatar, aims to produce conventional oil in a field that is located in shallow water with a water depth of 217 feet, in Qatar.
The project is associated with three expansion projects which are Al-Shaheen Field Gallaf Project (Batch 1), Al-Shaheen Field Gallaf Project (Batch 2) as well as Al-Shaheen Field Gallaf Project (Batch 3). These three expansion projects are currently in their commissioning and construction phases.
